Muscatine County Board of SupervisorsMonday, April 27, 2026The Muscatine County Board of Supervisors met in regular session at 9:00 A.M. with Chick, Kirchner, Mather, Sauer and Sorensen present. Chairperson Chick presiding.On a motion by Sorensen, second by Sauer, the agenda was approved as presented. Ayes: All.On a motion by Sorensen, second by Mather, the Board accepted claims dated April 27, 2026, in the amount of $1,241,958.08. Ayes: All.Items with Mike Nolan of Horizon Architecture were moved to later in the meeting due to his absence.On a motion by Sorensen, second by Kirchner, the Board approved three utility permits: Eastern Iowa Light and Power, Wilton, Iowa, to bore under the road to install a new service for a house being built at 2469 Bayfield Road, Muscatine, Iowa. Section 16, T77N-02W. Two permits with Windstream Iowa Communications LLC, Little Rock, Arkansas. 1.) Install 1,985 feet of fiber optic cable via direct bury and bore conduit along 280th Street and 190 th Street. Section 33 & 34, T76N- 03W. 2.) Place a total of 6,424 feet of buried fiber optic cable vis bore and plow methods along 190th Street/280th Street/Knoll Road. Section 34, T76N-03W. Ayes: All.County Engineer Bryan Horesowsky updated the Board on secondary road projects.On a motion by Sorensen, second by Sauer, the Board approved the corrected minutes of the April 20, 2026, regular meeting. Ayes: All.Correspondence:Kirchner received a letter from Pat Daufeldt with a re-zoning concern on Davis Avenue.Committee & Meeting Reports:Kirchner attended a WELEAD meeting on April 23, 2026. Mather stated a Veterans Affairs meeting was held however he was unable to attend. Chick attended a Bi-State Regional Planning Executive Committee meeting and regular meeting on April 22, 2026. Sorensen and Sauer attended the Region 9 Transportation Policy Board meeting on April 23, 2026.On a motion by Sorensen, second by Sauer, the Board set a public hearing on proposed FY25/26 Muscatine County budget amendments for Monday, June 1, 2026, at 9:00 a.m. Ayes: All.County Attorney Korie Talkington presented a Commemorative 250th Anniversary Flag to the Board in recognition of America's 250th anniversary from The Iowa State Bar Association and The Iowa State Bar Foundation. Talkington stated the flag is being presented to the courthouse of each of Iowa's 99 counties and stands as a symbol of our shared history and reminder of the constitutional principles that unite and sustain our nation.Mike Nolan of Horizon Architecture reviewed the Master Agreement for all Service Orders.On a motion by Sorensen, second by Kirchner, the Board approved an updated Master Agreement for all Service Orders. Ayes: All.On a motion by Mather, second by Sorensen, the Board approved a Service Order for the Muscatine County Community Services Building Repairs Phase 2 Project in the amount of $20,000.00. Ayes: All.On a motion by Sorensen, second by Mather, the Board approved Change Order #01 in the amount of $2,719.00 for the Muscatine County Engineer/Zoning Office Building Project. The Change Order is due to the removal of a buried septic tank discovered during excavation operations.
