Clarke County Board of Supervisors April 20, 2026 The Supervisors met in regular session at the Courthouse with the following members present: Randy Dunbar, Dean Robins, and Brian Sorensen. Also present, Auditor Jessica Graves, Osceola Sentinel Editor Candra Brooks and Ronnie Decker. Chairman Dunbar called the meeting to order at 9:00 a.m. Robins made a motion to approve the agenda, seconded by Brian Sorensen. All Ayes. The Supervisors met for a public hearing on the proposed Clarke County Budget for fiscal year 2026-27. Auditor Jessica Graves, Osceola Sentinel Editor Candra Brooks, and Ronnie Decker, were also present. Moved by Robins to open the public hearing at 9:00 a.m., seconded by Sorensen. All Ayes. Motion carried. There were no objections to the budget in person or in writing. There being no further questions or comments, it was moved by Robins to close the hearing. Sorensen seconded. All Ayes. Hearing closed at 9:03 A.M. Moved by Robins, seconded by Sorensen, to approve a Class "C" Liquor License, Outdoor Area License and Sunday Sales privilege for the Fraternal Order of Eagles, Aerie 3495, Inc. to be used at premises located at 2329 N. Main, Osceola. All Ayes. Moved by Robins, seconded by Sorensen, to set May 11, 2026 at 9:00 a.m. as the date and time to hold the Budget Amendment hearing for Fiscal 2026 Budget. All Ayes. Moved by Sorensen, seconded by Robins, to approve the short term occupancy agreement with Getting' Slushed South of 35 LLC and Clarke County for the following dates: May 27-31, 2026 and July 1-5, 2026. All Ayes. Moved by Dunbar, seconded by Sorensen, to approve an amendment to County Ordinance 37, Section 17.04 paragraph 3 to read: "Pursuant to Section 331.307 of the Code of Iowa, the penalty for the Unauthorized Use of the County Secondary Roadway Right-of-Way in Clarke County shall be a civil penalty up to the amount allowable as specified in 331.307. A violation of this chapter is not punishable by imprisonment." All Ayes. Moved by Robins, seconded by Sorensen, to approve payment of claims submitted from April 14- 20, 2026. All Ayes.
