MINUTES OF SIOUX COUNTY BOARD OF SUPERVISORS APRIL 28, 2026 - The Board of Supervisors (BOS) of Sioux County, IA, met at 9:00 AM with chairperson Jerry Muilenburg presiding. Members present were Muilenburg, Craig Hoftyzer, John Degen, Dan Altena & Carl Vande Weerd. - All rise with Pledge of Allegiance recited. - Agenda for 04/28/26 meeting submitted. Supervisor Hoftyzer requests addition of a discussion regarding setbacks in the county ordinance. Motion to approve with this addition by Altena supported by Degen. Unanimous. - Minutes for 04/14/26 meeting submitted. Motion to approve by Vande Weerd supported by Hoftyzer. Unanimous. - Public Hearing for the FY27 County Budget opened. County Auditor Joe Van Tol gives brief overview. General discussions with those in attendance regarding property taxes and the percentage that goes to schools, cities and counties are held. Public Hearing is closed and Resolution 2026-23 Approval of FY2026/27 Budget and Certification of Taxes presented. Motion to approve by Vande Weerd supported by Degen. Voice votes are all yes. - A Voluntary Permanent Base Acre Reduction form from the USDA for county owned farmland reviewed and signed. - Memorandum of Lease between Sioux County and BMZ, Inc presented for signature. Motion to approve by Vande Weerd is supported by Hoftyzer. Unanimous. - Resolution 2026-22 Roads Transfer presented. Motion to approve by Altena supported by Degen. Voice votes all yes. - Claims presented. Motion made by Hoftyzer supported by Altena to approve. Unanimous. - Kyle Blankers and Tim Zeutenhorst representing Van Englenhoven Insurance (VEIN) present an insurance review for Sioux County primarily reviewing Property and Casualty (P&C) and Workmen's Compensation (WC) insurances. Sioux County uses the Iowa Communities Assurance Pool (ICAP) for P&C and Iowa Workmen's Compensation Association (IMWCA) for WC with VEIN being the representative. An overview of historical costs is given with property valuations reviewed. There appears to be some insurance premium stability after several years of increasing premiums. - County Human Resources (HR) Director Michelle Monsma presents Resolution 2026-24 FY2027 PayScale Resolution for Sheriff, Engineer and Clerical. The Sheriff and Engineer pay scales had some minor tweaks. Motion to approve by Hoftyzer supported by Vande Weerd. Voice votes all yes. - The Iowa State Association of Counties (ISAC) is doing a 99-county tour. The schedule is to visit Sioux County 08/03/26 at 11 am for approximately 90 minutes. Auditor Van Tol will notify department heads of this visit.o Vande Weerd-notes possible remodeling in the Auditor office o Altena-attended Regional Transit Authority (RIDES) meeting o Degen-No report o Hoftyzer-Board of Health meeting – reorganization is still being discussed at state level with 07/01/27 currently being the date of change, attended Ag Expo groundbreaking for the Peoples Bank Pavillion and the groundbreaking for the new Hospers Emergency Management Services and Fire facility o Muilenburg-County safety meeting attended - County Engineer Joel Sikkema asks for verification of the promotion of Joel Van Engen to Sioux Center Shop Foreman. Motion to approve by Altena supported by Hoftyzer. Unanimous. Gets formal approval/signature of the FY2027 Secondary Roads budget and the 5-year performance plan for the Iowa DOT. Notes Operator position now open in Sioux Center because of promotion and notes ongoing discussions regarding the proposed Festival of Speed that primarily were about insurance and possibly a legal way to make the road the responsibility of the organizers during the event. Discusses Boyden shop progress and timeline with a more complete discussion at the next meeting. Updates on B40 overlay project, upcoming Harrison Avenue concrete paving, K42 culvert extensions and grading and B58 diamond grinding testing. - Supervisor Hoftyzer notes a phone call received from Carbon Summit Solutions regarding the Sioux County Zoning Ordinance and related setbacks for carbon pipelines. A recent Supreme Court decision likely made these setbacks unenforceable, and Summit is asking counties to voluntarily remove language regarding setbacks for carbon pipelines. After discussion the Supervisors will not be changing this ordinance at this time.
