SPECIAL CITY COUNCIL MEETING MINUTES April 30, 2026 Mayor Lisa Klatt opened the meeting at 6:30pm. Roll Call: Don Klatt, Kelly Blair, Karen Markley and Scott Engquist. Also in attendance was Marshall Dorman, and Mark Johnson. Motion by D. Klatt to approve the agenda, 2nd by K. Blair. All Ayes. MC. Motion by S. Engquist to approve the consent agenda, 2nd by. D. Klatt. All Ayes. MC. Motion by S. Engquist to accept resignation from Utility Supervisor, Martin Bird, with last day of employment being 6/08/2026, 2nd by D. Klatt. All Ayes. MC. Council discussed restructuring Utility Supervisor position to include public work duties creating a Public Works / Utility Maintenance position. Duties would include water, sewer, and public works. Motion by D. Klatt approval of job description and authorization to advertise for city Public Works / Utility Maintenance Employee, 2nd by K. Markley. All Ayes. MC. Motion by S. Engquist to accept resignation of City Council Member Scott Kuester effective April 30th, 2026, 2nd by D. Klatt. All Ayes. MC. Council discussed possible action for filling vacant council seat. Mark Johnson asked about having a special election. S. Engquist motioned to have Rebecca look into cost of special election and discuss next meeting, 2nd D. Klatt. All Ayes. MC. Motion by K. Blair to approve building permit addendum for 206 Birch St, 2nd by K. Markley. All Ayes. MC. Motion by S. Engquist to solicit sealed bids for the demolition and clean-up of the residential structure located at 114 Elm Street, excluding the garage and shed, and to offer the garage and shed for sale for removal at a later date. Motion includes that the Council will review and take action on bids at a future meeting. Second by K. Markley. Ayes: K. Blair, K. Markley, S. Engquist. Abstain: D. Klatt. Motion by D.
