Pursuant to 33 U.S.C. 1341 M.G.L. c. 21 §§ 26 - 53,
and 33 U.S.C. 1341 and M.G.L. c. 21 §43, notice is
given of a 401 Water Quality Certification application
for project activities associated with the replacement
of a culvert that carries Pleasant Street over the
Reservoir Brook in Leominster, Massachusetts by
the Massachusetts Department of Transportation
– Highway Division, Ten Park Plaza, Room 7360,
Boston, MA 02116. The purpose of the project is
to replace the existing 3' x 5' box culvert with an
upgraded 8'-4” x 4' embedded box culvert in the
original crossing location. In addition, work includes
construction of a new headwall as well as permanent
stabilization and realignment of the stream channel at
