RUM RIVER CENTRAL REGIONAL PARK, SITE 3 RIVERBANK ENHANCEMENT
IN THE CITY OF RAMSEY, MN FOR ANOKA CONSERVATION DISTRICTElectronic bids will be received by Anoka Conservation District (ACD) via the online electronic bid service QuestCDN VirtuBid™ in accordance with the instructions to bidders until 10:00 AM, June 2nd, 2026, at which time they will be publicly opened and read aloud. Bidders may view the bid opening via a Zoom Virtual Meeting at https://zoom.us/join or calling 1-305-224-1968 and entering Meeting ID 889 3845 3827 and Passcode 328813. The as-read online Bid results will be available at www.questcdn.com following the bid opening.
A non-mandatory pre-bid meeting will be held at 10:00 AM on Monday, May 18th, 2026 at the project site, Rum River Central Regional Park, 17955 Roanoke St. NW, Ramsey, MN 55303, within the parking lot near Site 3.
This project will stabilize approximately 260 linear feet of Rum Riverbank utilizing a combination of grading, rock riprap, root wads, boulders, and vegetation. In general, work consists of the following approximate major quantities (all alternates shown):

Together with site restoration, erosion controls, seeding, and other related appurtenances.
This work shall be subject to prevailing wages and labor standards in accordance with State-Funded Construction Contracts. The Bids shall be on the form provided for that purpose and according to the Bidding Requirements.
Each bid proposal shall be accompanied by a "Bid Security" in the form of a certified check made payable to "Anoka Conservation District" (OWNER) in the amount not less than five percent (5%) of the total bid, or a surety bond in the same amount, running to the OWNER, with the surety company thereon duly authorized to do business in the State of Minnesota. Such Bid Security to be a guarantee that the bidder will not, without the consent of the OWNER, withdraw their bid for a period of sixty (60) days after the opening of bids, and if awarded a contract, will enter into a contract with the OWNER; and the amount of the certified check will be retained or the bond enforced by the OWNER in case the bidder fails to do so. All bid securities except those of the three lowest bidders will be returned within five days after the opening of bids.

There is a non-refundable fee of $42 to download bidding documents. All official notifications, addenda, and other bidding documents will be offered only through the website www.questcd.com. Bids will ONLY be received and accepted via the online electronic bid service through QuestCDN.
ACD reserves the right to reject any and all Bids, to waive irregularities and informalities therein, and further reserves the right to award the Contract to the best interest of ACD.
