OFFICIAL PROCEEDINGSPOPE COUNTY BOARD OF COMMISSIONERS REGULAR BOARD MEETINGTUESDAY, APRIL 21, 2026The Pope County Board of Commissioners Regular Board Meeting duly noticed for Tuesday, April 21, 2026 at the Pope County Courthouse, 3rd Floor Board Room, 130 E Minnesota Avenue, Glenwood, MN 56334 was called to order at 9:00 AM by the Chair, Paul Wildman, with the following Board Members also present: Paul Gerde, Paul Gremmels, Larry Lindor, and Gordy Wagner. Neil Nelson, County Attorney and Kersten Kappmeyer, County Administrator were also present. The Pledge of Allegiance was recited.The following items were presented by Chair Wildman. Motion to approve the agenda as presented, made by Gerde and seconded by Gremmels, Carried Unanimously. Motion to approve the Official Proceedings for April 7, 2026 as presented, made by Wagner and seconded by Lindor, Carried Unanimously.The following item was presented by Dave Ebnet, A&A Towing, Starbuck, as an informational item. The Board was asked by Ebnet to support a request to add A&A Towing to the roster of towing companies utilized by the Sheriff’s Office dispatch for such calls in portions of Pope County. Maps and other materials demonstrating this request were distributed to the Board. Ebnet was advised that use of particular companies was a decision of the County Sheriff, and Ebnet asked that the Board share the request with the Sheriff.The following item was presented by Sarah Green, Recorder. Motion to approve the request for out-of-state travel by the County Recorder, Sarah Green, to attend the 2026 Annual Conference hosted by PRIA in Buffalo, NY on August 25-27, 2026, made by Lindor and seconded by Gremmels, Carried Unanimously. The following items were presented by Ralph Hanson, Land Use Specialist. Motion to adopt Resolution 202617 appointing the members of the Pope County Board of Commissioners as the members of the Noxious Weed Appeal Committee designated under Minnesota Statutes section 18.83, subdivision 3, made by Wagner and seconded by Gerde, Carried Unanimously. Motion to approve the request from the Scandinavian Lake Association for Aquatic Invasive Species grant funding for Eurasian watermilfoil control in the amount of $16,000 as requested, made by Gerde and seconded by Lindor, Carried Unanimously.The following item was presented by Brian Giese, Engineer. Motion to authorize the advertisement for bids for the construction of SAP 061-654-006, made by Gerde and seconded by Gremmels, Carried Unanimously.The following item was presented by Kersten Kappmeyer, Administrator. Motion to adopt Resolution 202618 modifying the duties and powers of the Pope County Opioid Task Force to specify that all opioid settlement fund grant applications will be submitted to the County Board for final decisions, upon a recommendation made by the Opioid Task Force, made by Wagner and seconded by Lindor, Carried Unanimously.The following items were presented by Stephanie Rust, Auditor/Treasurer. Motion to approve the March 2026 Trial Balance and Fund Analysis as presented, made by Lindor and seconded by Gerde, Carried Unanimously. Motion to approve the 1st Quarter 2026 Journal Entries and Billing as presented, made by Wagner and seconded by Gremmels, Carried Unanimously. Motion to approve the 1st Quarter 2026 Revenue Expenditure Budget Report as presented, made by Gerde and seconded by Lindor, Carried Unanimously. Auditor Bills - March 11 - April 14, 2026 was presented as an informational item. Motion to approve payment of bills of $138,868.25 plus employee reimbursements of $4,612.15, totaling $143,480.40, made by Lindor and seconded by Wagner, Carried Unanimously, and were paid as follows: American Solutions For Business, $4,841.91; Brownies Tire, $2,135.24; Counties Providing Technology, $7,293.00; Dell Marketing LP, $2,371.58; Fleet Charge, $2,782.50; Horizon Public Health, $20,021.50; M-R Sign Co, Inc., $2,602.65; Minnesota State Auditor, $12,069.33; Obenland & Nelson, $3,391.15; OPG-3, Inc, $12,693.43; Regents Of The University Of Minnesota, $37,637.50; SHI International Corp, $9,546.41; West Central Mn Communities Action Inc, $10,089.81; 26 payments less than $2000, $11,392.24.Informational updates were given by the County Administrator and Commissioners.
