TOWNSHIP OF FREEHOLD ORDINANCE SUMMARY O-26-8 AN ORDINANCE AMENDING CHAPTER 190, LAND USE, ARTICLE XX, AFFORDABLE HOUSING OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF FREEHOLD, COUNTY OF MONMOUTH AND STATE OF NEW JERSEY This Ordinance amends Chapter 190, Land Use to replace Chapter XX Affordable Housing §190-217 to §190-226.13 in its entirety to conform with applicable provisions of the Uniform Housing Affordability Controls (UHAC) promulgated by the New Jersey Housing and Mortgage Finance Agency at N.J.A.C.5:80-26 et seq, the amended Fair Housing Act at N.J.S.A. 52:27D-301 et seq., the Fair Housing Act Regulations promulgated by the Department of Community Affairs, Division of Local Planning Services (“LPS”) at N.J.A.C. 5:99 et seq., and statutorily upheld existing regulations of the former Council on Affordable Housing (“COAH”) at N.J.A.C. 5:93 and 5:97. This ordinance was introduced on first reading at the Township Committee's meeting of February 10, 2026. A second reading and public hearing on the ordinance will be held on February 25, 2026, at 8:00 PM at the Freehold Township Municipal Complex or at any meeting to which that meeting may be adjourned, at which time all persons who may be interested therein will be given an opportunity to be heard.
