BOROUGH OF FREEHOLD COUNTY OF MONMOUTH ORDINANCE #2026/4 ORDINANCE OF THE BOROUGH OF FREEHOLD, COUNTY OF MONMOUTH, NEW JERSEY ADOPTING THE AMENDED REDEVELOPMENT PLAN ENTITLED “NESTLE REDEVELOPMENT PLAN” WHEREAS, the Borough of Freehold, a public body corporate and politic of the State of New Jersey (the “Borough”) is authorized pursuant to the Local Redevelopment and Housing Law, N.J.S.A. 40A:12A-1 et seq. (the “Redevelopment Law”), to determine whether certain parcels of land within the Borough constitute an area in need of redevelopment, as further described therein; and WHEREAS, on December 20, 2021, by Resolution No. 216-21 in accordance with the provisions of the Redevelopment Law, the municipal council (the “Municipal Council”) of the Borough designated Block 70, Lot 8, and Block 85, Lots 12 and 13 as an area in need of rehabilitation (the “Rehabilitation Area”); and WHEREAS, Beacon Planning has prepared revisions to the Original Redevelopment Plan (the “Redevelopment Plan”) in connection with the Borough's Housing Element and Fair Share Plan; and WHEREAS, by resolution adopted on February 2, 2026, the Municipal Council referred the Redevelopment Plan to the Planning Board for its review and comment; and WHEREAS, the Planning Board reviewed the Redevelopment Plan in accordance with the Redevelopment Law and found that the Redevelopment Plan is reasonable is not inconsistent with the Borough's Master Plan and recommended that the Mayor and Municipal Council adopt same; and WHEREAS, the Municipal Council has determined to adopt the Redevelopment Plan, as it is in conformity with the Borough's redevelopment objectives. A copy of the ordinance in its entirety along with the redevelopment plan shall be available for public inspection at the office of the Borough Clerk and on the municipal website www.freeholdboroughnj.gov.
