PUBLIC NOTICEWESTFIELD BOARD OF EDUCATIONWESTFIELD, NEW JERSEYREQUEST FOR BIDS The Westfield Board of Education invites your written sealed bid on the following: Westfield Public School District: Media Center Renovations at Edison IS and Roosevelt IS NOTICE TO BIDDERS: Notice is hereby given that the Westfield Board of Education will be receiving sealed bids at the board offices located at 302 Elm Street, Westfield, NJ 07090, on March 17, 2026 at 2:00 pm for the Westfield Public School District Media Center Renovations at Edison IS and Roosevelt IS. The scope of work generally includes the complete interior renovation of the Media Centers at Edison Intermediate School and Roosevelt Intermediate School and all other associated work as specified and shown on the drawings. Bids must be received by the Westfield Board of Education by no later than 2:00 pm on Tuesday, March 17, 2026 at which time they will be publicly opened and read aloud. A non-mandatory Pre-Bid meeting will be held at Westfield Board of Education Building, 302 Elm Street, Westfield, NJ 07090 on February 24, 2026, at 3:00 pm. This will be followed by a non-mandatory visit to the sites. Attendance is highly encouraged. All necessary bid specifications and bid forms may be secured upon written request to the Architect, FKA Architects, 306 Ramapo Valley Road, Oakland, NJ by sending an email to info@fkarch.com, by calling FKA Architects at 201-644-0505, or online at www.fkarch.com. Bid Packages will be available on February 12, 2026. All bidders must use and complete all required bid forms and must comply with every requirement contained in the instructions and specifications. Bids are to be marked in a sealed envelope and delivered to Patricia Ramos, Business Administrator, with the name of the project, " Westfield Public School District Media Center Renovations at Edison IS and Roosevelt IS", plainly marked on the front of the envelope. Neither the Westfield Board of Education, nor the Architect will assume any responsibility for bids mailed or misdirected in delivery. Any bid submitted by mail or delivery service is done so at the sole risk of the bidder. No bids will be received by facsimile or electronic transmission. It is expressly understood that the bidder is responsible for getting the bid proposals to the Business Administrator prior to the time and date set for the bid opening. Any bid received after the closing time will be returned unopened. Every bid must be accompanied by a certified check or a bid bond in the amount of ten percent (10%) of the bid, but not in excess of $20,000.00. Bidders are required to comply with the requirements of N.J.S.A. 10:2-1 et seq., "The Law Against Discrimination" and Affirmative Action, N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1.1. et seq. All bidders and named subcontractors (including joint ventures) must possess current and effective Public Works Contractor Registration Certificates (“PWCRâ€) as of the bid opening date. A bidder who does not possess a valid PWCR as of the bid opening date, or who names any subcontractor in its bid who does not possess a valid PWCR as of the bid opening date, will be deemed ineligible for contract award. Bidders are not required to submit copies of all applicable PWCR certificates with their bids. However, the Westfield Board of Education is requesting that bidders submit these documents with their bid submission. If copies of any of these certificates are not included with the bid submission, they shall be provided to the Westfield Board of Education prior to award, and within five (5) business days of its request. The Westfield Board of Education shall have the right to independently verify bidders’ and named subcontractors’ PWCR status from computerized systems maintained by the State and shall be guided accordingly in its award process. In accordance with N.J.S.A. 52:32 44(b), a bidder and its named subcontractors must have a valid Business Registration Certificate (“BRCâ€) issued by the Department of Treasury, Division of Revenue and Enterprise Services prior to award of a contract. While submission of the BRC is not statutorily required at the time of bid submission, to facilitate the bid evaluation and contract award process, the bidder is encouraged to submit a copy of its valid BRC and those of all subcontractors identified in the bid, with its bid. Failure to include these BRCs with the bid submission will not result in rejection of the bid, however, any required BRCs must be submitted to the Westfield Board of Education prior to award of a contract. N.J.S.A.et seq.N.J.S.A. Pursuant to N.J.S.A. 18A:18A-26, in order to be eligible to submit a bid for the Project, the bidder shall be classified by the New Jersey Department of the Treasury, Division of Property Management and Construction in at least one (1) of the following trades: C008 – GENERAL CONSTRUCTION C009 – GENERAL CONSTRUCTION Subcontractors for each of the major branches of work specified in N.J.S.A. 18A:18A-18 and/or named in the Form of Bid Proposal for Plumbing, Heating Ventilating and Air Conditioning, and/or Electric, who perform any work on the Project must be prequalified prior to the submission of bids, pursuant to the State of New Jersey Division of Property Management and Construction (“DPMCâ€). Bidders shall submit a Certificate of Prequalification/Classification from the DPMC and Affidavit as to the Total Amount of Uncompleted Contracts for the bidder and all major subcontractors. No bidder who is on the State Treasurer's, the SDA's or the Federal Government's List of Debarred, Suspended or Disqualified Bidders shall be eligible to bid on this project. All bidders are required to submit an affidavit by the bidder that the bidder is not, at the time of the bid, included on the New Jersey State Treasurer’s List or the Federal Government List of Debarred, Suspended or Disqualified Firms or individuals pursuant to N.J.A.C. 17:19-4 and N.J.A.C. 19:38A-4. All bidders must comply with the requirements of the Prevailing Wage Rate Determination pursuant to N.J.S.A. 34:11-56.25. All bidders must comply with N.J.S.A. 18A:18A-20. No bid may be withdrawn for a period of sixty (60) days from the opening of the bids.Bidding shall be in conformance with the applicable requirements of N.J.S.A. 18A:18A-1 et seq., pertaining to the "Public School Contracts Lawâ€. Bids will be considered in accordance with N.J.S.A. 18A:18A-1 et seq. and N.J.S.A. 18A:7G-1 et seq. The Board of Education reserves the right to reject any and all bids, to waive any immaterial defects in any bid or informality in the bidding process, or to award a contract in whole or in part, in accordance with N.J.S.A.et seq.law. The contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements and in accordance with law.
