Notice is hereby given that sealed BIDS for FRANKLIN ELEMENTARY SCHOOL BATHROOM RENOVATIONS, CONTRACT NO. NBBOE-GL0970, will be received at Board Offices at 7317 Kennedy Boulevard in North Bergen, on Wednesday, March 25, 2026 at 10 AM, thereafter Bids will be opened and publicly read.
Prior to Wednesday, March 25, 2026, Sealed Bids will be received by the NBBOE at BOARD OFFICES located at 7317 KENNEDY BOULEVARD, NORTH BERGEN, New Jersey, 07047. All Bids shall be presented to the Owner: in person by the parties bidding or their agents or by certified mail or courier, at the place and at, or prior to, the time designated by the Owner. No Bids will be received after the date and time stated above, or at any other location. Each proposal must be submitted in writing on pages furnished in the Contract Documents. The entire Division 0 of the Bidding Document (sections 000020 to 000492, with required supporting documentation, must be submitted with the Bid; provide two copies of the Bid and related documents.
Bidders are recommended to attend a pre-bid meeting and walk through at the subject facility; BIDDERS will meet at the Franklin Elementary School, 5211 Columbia Avenue on Wednesday, March 4, 2026 at 10 AM. All visitors must sign-in with School Security and Architect. The agenda will include a review of the facility, areas of work, and the scope of work under the contract. Participants are advised that on-site and street parking is limited at the facility.
The scope of the Project generally includes bathroom renovation work and related improvements in an occupied School (renovation areas: group bathrooms, in-suite preschool bathrooms, Staff Room, installation of Art Room sink and mop sink); interior partitions and finishes; electrical and lighting; plumbing; minor mechanical work; demolition and proper disposal; all protections to the building, site, and occupants; and all other work, complete, as described in the Contract Documents.
All questions concerning the bidding documents, plans and specifications shall be submitted to the North Bergen Board of Education's Architect in writing by 10 AM Tuesday, March 10, 2026 to allow for issuance of responses. Questions shall be addressed in writing to the office of the District Architect, Grace Lynch AIA PP / L+C Design Consultants, by email - ussr@mlalc.com.
Contract Documents may be examined at the offices of the Board's Architect, Grace Lynch AIA PP / L+C Design Consultants, One Marine Plaza, suite 205, North Bergen, NJ 07047, between the hours of 9:00 A.M. and 4:00 P.M., telephone 201-866-7171. Copies of Bid Documents may be obtained from the Architect's Office, upon a non-refundable payment of $75.00 for each set (Check or Money Orders ONLY- payable to the “North Bergen Board of Education”). On request, copies of construction documents can be brought to pre-bid for purchase by Bidders, if requested prior to Pre-Bid meeting.
Bidder and requisite Subcontractors shall be NJ DPMC Pre-Qualified Contractors. Bidder and requisite Subcontractors shall submit Notice of Classification Form 27, including Aggregate Amount of Classification and Amounts of Uncompleted Contracts Form 701, with the Bid. All contractors and subcontractors must provide a Business Registration Certificate (BRC) per N.J.S.A. 52:32-44;
BRC must be on file prior to bid award.
The Contractor is solely responsible for compliance with all laws, regulations, OSHA regulations and requirements, and other applicable standards and requirements for the performance of their work. The successful bidder shall be responsible for securing all jurisdictional permits and shall possess trade licenses as may be required for performance of the work. The successful Bidder must be experienced in the type and size of project described, and must meet requirements and qualifications set forth in the Bid Documents.
A bidder's proposal must be accompanied by a Surety's Consent and either a bid bond or Certified check for not less than ten (10%) percent of the amount of the bid or $20,000.00 maximum whichever is the lesser. Certified checks shall be made payable to North Bergen Board of Education. The said Surety shall be bound to furnish Performance and Payment Bonds, each equal to 100% of the Contract Price.
Bidders are required to comply with the requirements of P.L. 1975, C.127. N.J.A.C. 17:27 Affirmative Action, N.J.A.C. 10-5-31 et seq.; Public Law 2012 Chapter 25; and N.J.S.A. 10:2-2 Anti-Discrimination requirements.
Bidders shall comply with all applicable sections of the New Jersey Public School Contracts Law N.J.S.A. 18A:18A-1 et seq. Bidder, at the time of the Bid submission, may not be included on the State Treasurer's or the Federal Government's List of Debarred, Suspended or Disqualified Bidders as a result of action taken by any State or Federal agency. Submission of a Chapter 271 Political Contribution Disclosure Form is required.
Respondents are required by law to submit a list of the names and addresses for all interest holders owning 10% or more of interest in any business entity submitting a proposal (P.L. 1977, c.33, as amended by P.L. 2016, c.43).
Bidders shall comply with all requirements of the N.J. Prevailing Wage Act N.J.S.A. 34:11-56.25 et seq.; Bidder shall submit a Prevailing Wage Certification with its bid package. In accordance with The Public Works Contractor Registration Act P.L. 1999, c.238, as amended by P.L. 2003, c.91, no Contractor shall bid on any contract for Public Work as defined in Section 2 of P.L. 1963, c.150 (N.J.S.A. 34:11-56.26) unless the Contractor is registered pursuant to the Act.
This project is subject to a Project Labor Agreement ("PLA") in accordance with N.J.S.A. 52:38-1, et seq.
Mandatory Compliance: The successful bidder (Contractor) and all subcontractors at every tier, regardless of trade, shall be required to sign a Letter of Assent and be bound by the Project Labor Agreement negotiated with the named building trades council.
Submission Requirement: All bidders must include as part of their bid a fully executed Acknowledgment of Project Labor Agreement form, which is included in the Bid Specification.
Failure to Comply: Failure to submit the executed Acknowledgment or failure to agree to be bound by the PLA will result in the bid being deemed non-responsive and subject to rejection
No Bidder may withdraw his/her Bid within sixty days after the date of the opening of Bids without the written consent of the North Bergen Board of Education.
North Bergen Board of Education reserves the right to reject any or all Bids in accordance with N.J.S.A. 18A:18A-22, as well as the right to waive all immaterial informalities in accordance with applicable law, in awarding a contract deemed to be in the best interest of the Board.
Mutually agreed upon extensions of time may be made, if necessary, and in accordance with law.
