NOTICE TO BIDDERS Somerville Public Schools Somerset County, New Jersey NOTICE IS HEREBY GIVEN that the Somerville Public School District ("Owner") will receive bids for Renovations and Alterations at Somerville High School, together with all work incidental thereto, in accordance with the requirements of the Bid Documents prepared by Fraytak Veisz Hopkins Duthie, P.C. (FVHD), Architects-Planners, www.fvhdpc.com, FVHD Project #5567D. Bids will be received for: Single Overall Contract The Bidder shall be classified as of the date and time of the bid opening in the following discipline: DPMC: C009 Prime Contractor with C029, C030, C032, C047 Subcontractors. Bid Documents for the proposed Work are on file at the office of the Architect, Fraytak Veisz Hopkins Duthie, P.C., 1515 Lower Ferry Road, Trenton, NJ 08618, tel. 609.883.7101. Electronic Bid Documents are available from the Architect's website for no fee. Request must be made through a registered account via the FVHD Contractor Portal at https://www.fvhdpc.com/contractors. Hard copies are available for $250 per set. A check or money order should be made payable to Fraytak Veisz Hopkins Duthie, P.C. A direct shipping account number (FedEx or UPS) and preferred shipping speed must also be provided. Prebid Meeting is scheduled for Thursday, February 26, 2026, 3:00 PM, at Somerville High School, 222 Davenport Street, Somerville, NJ 08876. Attendance at the prebid meeting is not mandatory but highly recommended. All Requests for Information (RFI) must be submitted in writing by March 6, 2026, and sent to info@fvhdpc.com, or fax to 609-883-2694 or via common carrier to the Architect at the address indicated above. All correspondence must include the Architect's Project Name and Project Number referenced. The Owner and/or the Architect are not responsible for misdirected or misrouted correspondence. Sealed Bids are due by Thursday, March 19, 2026, 2:00 PM to Somerville Public School District, Attn: Bryan Boyce, 51 West Cliff Street, Somerville, NJ 08876, and will be publicly opened and read immediately thereafter. Any Bid received after that time shall be rejected. Bid Proposals shall be submitted in duplicate (one original and one copy) in a separate sealed envelope for each contract, addressed to the Owner, bearing the name and address of the bidder, and clearly marked "BID" with the contract title and/or bid number on the outside of the envelope. Each proposal shall be accompanied by (1) a bid bond or certified cashier's check payable to the Owner equal to 10% of the amount of the bid, but in no case to exceed $20,000 pursuant to N.J.S.A. 18A:18A-24, and (2) Certificate of Consent of Surety pursuant to N.J.S.A. 18A:18A-25, obligating the issuing surety company to provide the bidder and its subcontractors, if successful, with a NJ Statutory Performance Bond and a NJ Statutory Payment Bond each in the full amount of the contract. The Consent of Surety shall be executed by an approved surety company authorized to do business in the State of NJ and in accordance with N.J.S.A. 2A:44-143, and 2A:44-144; and must be delivered to the above place on or before the hour named. The Owner and the Architect assume no responsibility for bids mailed or misdirected in delivery. If the bid exceeds $20,000, bidder must be pre-qualified by the New Jersey Division of Property Management and Construction (DPMC), in the above-listed classifications prior to the date that bids are received. Any Bidder and their Prime Subcontractors who do not possess a valid and active "Notice of Classification" may be ineligible to bid on this Project, and any bid submitted by such Bidder and their Prime Subcontractors may be rejected as non-responsive. This project is subject to the New Jersey State Prevailing Wage Act, N.J.S.A. 34:11-56.27 et seq. All bidders must comply with N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27 et seq. and N.J.S.A. 10:2-1. An Initial Project Workforce Report will be required from the successful bidder (Form AA-201). Pursuant to "The Public Works Contractor Registration Act", N.J.S.A. 34:11-56.48 et seq., bidders and their subcontractors are required to be registered with the New Jersey Department of Labor and Workforce Development and to possess a current certificate by said Department indicating compliance with the Act prior to the time and date that bids are received. Per N.J.S.A. 52:32-44(b) all contractors and subcontractors must provide a Business Registration Certificate prior to contract award. No bidder who is on the State Treasurer's or the Federal Government's List of Debarred, Suspended or Disqualified Bidders shall be eligible to bid on this project. No bid may be withdrawn for a period of sixty (60) days after the date set for the opening thereof. The right is reserved to reject all bids pursuant to N.J.S.A. 18A:18A-22 and to waive minor informalities in the bidding in accordance with applicable law.
