NOTICE OF PUBLIC HEARING
Re: Application of Stephan & Louiza Habif (the “Applicant”)
3 Concklin Lane; Block 203, Lot 3 (the “Property”)
PLEASE TAKE NOTICE, that on May 18, 2026 at 7:00 p.m., or as soon thereafter as the matter can be reached, the above-named applicant will appear before the Planning Board of the Borough of Rockleigh (the “Board”) during a public hearing held at the Council Chambers located in the Rockleigh Municipal Building, 26 Rockleigh Road, Rockleigh, New Jersey 07647, for the purpose of reviewing and acting upon an application for development filed by Stephan & Louiza Habif for property commonly known as 3 Concklin Lane, Rockleigh, New Jersey, also known as Block 203, Lot 3 on the current tax assessment map of the Borough of Rockleigh (the "Property").
The Property is improved with a single-family residence, paver driveway, in-ground pool, patio, and other associated improvements. The Applicant is before the Board seeking to construct the following at the Property: (1) two one-story additions to the rear of the dwelling, (2) a new in-ground pool, patio, (3) rear patio, (4) stepping-stone path with related walkway and other related improvements. Pursuant to N.J.S.A. 40:55D-70(c)(1) and (c)(2), the Applicant is before the Board seeking variance relief as to the following:
• Maximum Aggregate Building Coverage for Main Residence: (4.50% Maximum Allowed; 6.94% Existing; 7.48% Proposed);
• Maximum Aggregate Impervious Coverage for All Structures: (5.00% Maximum Allowed; 10.82% Existing; 10.76% Proposed);
• Maximum Building Height: (28' Maximum Allowed; 29.14' Existing; 30.04' Proposed); and
• Minimum Left Side-Yard Setback as to Principal Structure: (50.00' Minimum Required; 47.60' Existing; 42.85' Proposed).
In addition to the foregoing described approvals, the Applicant will also seek the Board's approval for any and all exceptions, waivers, variances and other incidental relief, including checklist waivers, that may be required or deemed necessary by the Board and/or its professionals after or during its review of this application, together with any further relief that may be deemed necessary by the Applicant during the hearing process, including that which may be generated by way of revised plans and submission of same.
Measurements, percentages and other calculations provided in this notice are in accordance with the development plans filed with the application. Please note that to the extent plan and/or application revisions are made during the hearing process, these measurements, percentages and other calculations will likely change, as will the associated relief required. The Applicant reserves the right to amend its application accordingly.
At said time and place, you, or your agent or attorney, may appear before the Board to present any comments you may have in connection with this application. The application and supporting materials will be available for public review at least ten (10) days prior to the aforesaid meeting and may be inspected in the office of the Secretary of the Planning Board in the Borough of Rockleigh Municipal Building, 26 Rockleigh Road, Rockleigh, New Jersey 07647 between the hours of 9:00 a.m. and 5:00 p.m. Monday through Friday. The public hearing may be continued without further notice on such additional or other dates as the Board may determine.
