Request for Qualifications – Engineering Services
Sewer Remediation - Inflow and Infiltration (I&I) Project
The Town of Catskill is requesting Qualification Statements for post approval Engineering Services for an Office of Community Renewal (OCR) Small Cities CDBG project that the Town will request via a Consolidated Funding Application (CFA) that the Town anticipates submitting in July 2026. If approved, this project would likely proceed with CFA announcements in December 2026. Responses to this request will be accepted until 2:00 PM on May 13, 2026 at Catskill Town Offices, Office of the Town Clerk, 439 Main Street, Catskill, New York 12414. The outside of the sealed envelope must be marked “Response to Engineering Services Request for Qualifications – Cementon Sewer Improvements Phase 2 Project". Respondents are required to submit seven (7) copies of their qualifications statements and a digital copy formatted as PDF on a thumb drive.
The Town is considering a 2026 CFA CDBG Public Infrastructure application in an amount not to exceed $1,500,000 to undertake Phase 2 sanitary sewer collection and treatment improvements with the Town of Catskill Sewer District #4, which serves the Hamlet of Cementon. The recommended Phase 2 sewer project will include improvements to the wastewater treatment plant and sanitary sewer pumps stations scattered around the hamlet. Additional work at the WWTP will include replacing 2 feet of sand media on each of the filter beds, and the replacement of the distribution piping across the top of the filter beds, disinfection system improvements, and dosing equipment. The pump station improvements will include new pumps that will meet modern standards, including redundancy, emergency power, control panels, and SCADA with call-out ability be provided in the event of pump failure.
The Town is seeking Engineering Services to include design, preparation of bid specifications, assistance with bidding, construction administration, inspection services, and as-built drawings.

Qualification Statements will be evaluated based on the following criteria and point values:

Successful provision of engineering services to previous similar projects in the last 5 years demonstrate relevant experience................................................................................... 40 points.

Capacity to provide key personnel and proposed staffing plan.................... 20 points
·
Ability to conform to a December 2028 deadline for completion................ 20 points
·
Respondent’s understanding of the scope including detailed work plan to complete design services................................................................................................. 20 points

The Town of Catskill reserves the right to reject any and all qualifications statements submitted. All costs related to preparation of the qualifications statement response shall be borne by the respondent. Minority and Women Business Enterprises (M/WBE) and Section 3 business concerns are encouraged to respond.
