Contract 1: General Construction Work 2. 02 BID SUBMITTAL AND OPENING A. Owner will receive sealed lump sum bids until the bid time(s) and date(s) at the location given below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows: 1. Bid Opening Date: Thursday June 4, 2026 2. Bid Time: 2:30 pm EST 3. Location: Harriman Center, 9 North Main Street, Harriman, NY 10926 B. Bids will be thereafter publicly opened. 2.03 BID SECURITY A. Bid security shall be submitted with each bid in an amount not less than five percent (5%) of the base bid in the form and subject to the conditions provided in the "Instructions to Bidders" 2.04 PREBID MEETING A. A Pre-Bid Meeting/walk-through for this Project will be held on Tuesday, May 19th, 2026 at 10:00 am EST at Monroe-Woodbury High School, 155 Dunderberg Rd, Central Valley, NY. Attendance by bidders is strongly recommended, but not required, for submitting a bid. Prospective bidders may visit the sites during business hours by appointment by contacting Scott Butler at The Palombo Group (845-332-0202). 2.05 DOCUMENTS A. The Contract Documents may be examined at the Office of the Architect, (CPL Architecture, 2875 Route 35, Katonah NY 10536) however the Hard Copy Contract Documents may only be obtained thru the Office of Biddy c/o Long Island Blueprint, 179 New York Ave. Huntington, NY 11743 (631-271-7033) beginning on 5/11/26. Complete digital sets of Contract Documents shall be obtained online (with a free user account) as a download for a nonrefundable fee of One- Hundred ($100.00) Dollars at the following websites: Westchester.cplteamplanroom.com or projects.biddyhq.com. B. Optionally, in lieu of digital copies, hard copies may be obtained directly from Biddy upon a payment of One-Hundred ($100.00) Dollars for each complete set. Checks for payments shall be made payable to the Monroe-Woodbury CSD and may be uncertified. All bid addenda will be transmitted to registered plan holders via email and will be available at the above referenced websites. Any bidder requiring documents to be shipped shall make arrangements with the printer and pay for all packaging and shipping costs. C. Plan holders who have obtained hard copies of the bid documents will need to make the determination if hard copies of the addenda are required for their use, and coordinate directly with the printer for hard copies of addenda to be issued. There will be no charge for registered plan holders to obtain hard copies of the bid addenda. 2.06 BIDDER'S QUALIFICATIONS A. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the Work. A Performance Bond, separate Labor and Material Payment Bond, and Insurance in a form acceptable to Owner will be required of the successful Bidder to obtain insurance and bonds required for the Work. 2.07 NOTIFICATION A. Attention of the Bidder is particularly called to the following: 1. The Owner's sales tax exemption. 2. The requirements as to conditions of employment to be observed. 3. The minimum wage rates to be paid under the contract. 4. The requirements pertaining to certification of Non-Collusion in preparation of proposals submitted for this Project. 5. The New York State Department of Labor Contractor Registry. B. In addition, the Bidding Documents contain detailed requirements for the qualification of Bidders. These include, among other things: rigid bonding and insurance requirements; financial statements; bank references; lists of lawsuits, arbitrations, or other proceeding in which the bidder has been named as a party; a statement of surety's intent to issue Performance and Payment Bonds, and a description of other projects of similar size and scope completed by the bidder. C. Bids shall be prepared as set forth in "Instructions to Bidders", enclosed in sealed envelope bearing on its face the name and address of the Bidder and the title of the Work to which the bid enclosed relates. D. No bidder may withdraw their bid within forty-five (45) days after date of bid opening. 2.08 TIME OF COMPLETION A. Successful bidder shall begin the Work upon receipt of the Notice to Proceed and shall complete the Work within the Contract Time. 2.09 AWARD OF BIDS A. The Monroe-Woodbury Central School District hereby reserves the right to waive any informalities and reject any, or all, Bids or to accept the one that, in its judgement, will be in the best interest of the Monroe-Woodbury CSD. B. The Owner further reserves its right to disqualify Bidders for any material failure to comply with the "Instructions to Bidders".
