 Legal Notice # 21932445 NOTICE TO BIDDERS SEALED BIDS will be received by the Department of Public Works of the Town of North Hempstead in the Town Board Room located on the second floor of the Town Hall, 220 Plandome Road, Manhasset, New York 11030 on Thursday, May 14, 2026, at 10:30 a.m., at which time they will be publicly opened and read and the Contract awarded as soon thereafter as practicable for: RESTORATION OF THE WATER WHEEL AT THE GERRY PARK PAPERMILL, ROSLYN, NY DPW PROJECT NO. 21-07 Bids may be mailed or delivered to the Town Clerk, 200 Plandome Road, Manhasset, New York 11030, provided the Bid is actually received by the Town Clerk prior to the time of public opening; or Bids may be delivered to the place of public opening (i.e., the Town Board Room) immediately prior to the time of public opening. All Bids must be sealed and submitted in the pre-marked envelope provided with the Bid Documents or must be sealed and submitted in a package (envelope) MARKED IN THE SAME WAY as the pre-marked envelope provided with the Bid Documents. All BIDDERS MUST complete the required Contractor's Qualifications Statement and must provide a copy of the required Statement of Financial Conditions, even if a Bidder is currently executing work for the Town. The Bids shall be in accordance with the requirements of the Specifications, Contract Plans and terms of the proposed Contract. No bids shall be received unless made in writing on forms furnished, and unless accompanied by a Certified Check or Bid Bond made payable to the Town of North Hempstead for an amount not less than five (5%) percent of the Bid price. BIDDERS ARE HEREBY ADVISED THAT ALL BONDS AND INSURANCE DOCUMENTS SUBMITTED WILL BE VERIFIED FOR AUTHENTICITY BY DIRECT COMMUNICATION WITH THE SURETY/INSURANCE COMPANY. ALL BONDING AND INSURANCE COMPANIES MUST BE LICENSED TO DO BUSINESS IN THE STATE OF NEW YORK. The Town reserves the right to reject any and all Bids, and to waive any informalities therein. All Contractors and Subcontractors submitting bids or performing construction work on Town of North Hempstead public works projects must be registered with the New York State Department of Labor ("NYSDOL") under Labor Law 220-i. All bidders must submit a copy of a valid NYSDOL Certificate of Registration with the bid. Failure to provide the Certificate of Registration will result in the rejection of a bid. Awarded contractors are responsible for providing the subcontractor's NYSDOL Certificate of Registration and must ensure their subcontractors are registered with NYSDOL before the subcontractors start work. As described in the Bid Documents, all bidders are required to submit proof of participation in apprentice training programs which have been registered and approved by the New York State Department of Labor for the trades necessary to perform the work stated in the Bid Documents, along with certificates of completion issued by the Department of Labor recognizing an individual's successful completion of a state-approved and state-registered apprenticeship program in any trade and job title necessary for the performance of the work described in the Bid Documents. Additional provisions relating to apprenticeship programs are found in the Bid Documents. A Pre-Bid non-mandatory meeting will be held on Tuesday, April 28, 2026 at 10 am on-site, prospective bidders will meet at the Papermill Building in Gerry Park, Roslyn. The Town will not accept Bids from, nor award a Contract to, anyone who cannot prove to the satisfaction of the Town Board that he has sufficient experience in this type of construction and financially able and organized to successfully carry out the work covered by the Plans and Specifications in the required completion time. Special qualification requirements are contained in the Contract Documents. Contract Plans, Specifications, and other Contract Documents may be examined at the office of the Department of Public Works, Town of North Hempstead, 285 Denton Avenue, New Hyde Park, New York 11040, or at the office of the Town Clerk at Town Hall-II, 200 Plandome Road, Manhasset, New York 11030, on and after TUESDAY, APRIL 21, 2026. On and after this date, copies may be purchased only at the office of the Town Clerk. Bidders should note that, pursuant to New York General Municipal Law 103(16), the contract that may be awarded pursuant to the specifications for this bid may be utilized by any governmental entity in New York State, subject to the provisions contained in the Bid Documents. A deposit of $100.00 is required for each set of Plans and Specifications. The deposit shall be in cash or certified check in the name of the Town of North Hempstead. The deposit of each bidder will be refunded for return of one set, in good condition, within thirty days following the Award of Contract or within sixty days following the opening of bids if no Contract is awarded. All other deposits will be refunded on the basis of fifty (50%) percent of the deposit amount for sets returned in good condition within the same period. Sets are to be returned to the office of the Town Clerk at the above address for full or partial deposit refund.
