Hornell City School 2026-27 Vote/ BOE Board Member Election NOTICE OF BUDGET HEARING AND ANNUAL SCHOOL MEETING AND VOTE NOTICE IS HEREBY GIVEN that the Annual Meeting, Vote and Election (the Annual Vote and Election") of the City School District of the City of Hornell, Steuben County, New York (the "District") will be held from 11:00 AM to 8:00 PM on Tuesday, the 19th day of May 2026 in the Hornell Senior High School Lobby at 134 Seneca Street, Hornell, NY, for the purposes of voting on the budget, electing three (3) members of the Board of Education, and transacting such other business as may be authorized by law. AND NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes, including a copy of the latest tax exemption impact report, may be obtained by any taxpayer in the district during the fourteen days immediately preceding the annual meeting, except Saturdays, Sundays and Holidays, at the Office of the District Clerk,120 Raider Road, Hornell, NY between the hours of 8:00 AM and 4:00 PM, on the district's website at www.hornellcityschools.com, and also at each public library within the district during normal operating hours. AND NOTICE IS ALSO GIVEN that petitions nominating candidates for the office of member of the Board of Education must be filed in the office of the District Clerk between the hours of 8:00 AM and 4:00 PM, not later than Wednesday, April 29, 2026, at 5:00 PM (the twentieth day preceding the school meeting or election at which the candidates nominated are to be elected). The following vacancies are to be filled on the Board of Education: Three (3) five-year terms beginning July 1, 2026, through June 30, 2031, due to the completion of the term of the last incumbents: Joseph Liberto, James Marino, and Dr. Uzma Mehr. Each petition must be directed to the District Clerk, must be signed by at least one hundred (100) qualified voters of the district, must state the residence of each signer, must state the name and residence of the candidate, and must describe the specific vacancy for which the candidate is nominated, including at least the length of the term of office. AND NOTICE IS ALSO GIVEN that personal registration of voters is required pursuant to § 2606 of the Education Law. If a voter has heretofore registered pursuant to § 2606 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years, he or she is eligible to vote at the Annual Vote and Election. All other persons desiring to vote must register. The Board of Registration will meet on Friday, May 1, 2026, for the purpose of registering all qualified voters of the District pursuant to § 2606 of the Education Law at the District Offices, 120 Raider Road, Hornell, New York, between the hours of 9:00 AM and 3:00 PM to add any additional names to the register to be used at the Annual Vote and Election, at which times any person will be entitled to have his or her name placed on such register, provided that at such meeting of the Board of Registration, he or she is known or proven to the satisfaction of said Board of Registration to be then or thereafter entitled to vote at the Annual Vote and Election for which the register is prepared. The register so prepared pursuant to § 2606 of the Education Law will be filed in the District Clerk's office and will be open for inspection by any qualified voter of the District beginning May 4, 2026, between the hours of 10:00 AM and 12:00 noon, and 1:00 and 3:00 PM prevailing time on weekdays (except holidays) prior to May 19, 2026, and on the day of the Annual Vote and Election. AND NOTICE IS ALSO GIVEN that applications for absentee ballots for the election of board members may be obtained at the office of the District Clerk between the hours of 10:00 AM and 12:00 noon, and 1:00 and 3:00 PM beginning May 1, 2026, completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk no later than 5:00 p.m. prevailing time on May 19, 2026. A list of all persons to whom absentee ballots shall have been issued will be available in such office of the District Clerk on each of the five days prior to the day of the Annual Vote and Election, except Saturday and Sunday, and that such list will also be posted at the polling place (or places) at the Annual Vote and Election. AND NOTICE IS ALSO GIVEN that military voters who are not currently registered may apply to register as a qualified voter of the school district by requesting and returning a military voter registration application to the District Clerk. Completed military voter registration application forms must be received in the office of the District Clerk no later than 5:00 p.m. on May 1, 2026. A military voter may indicate his or her preference for receiving the registration application by mail, facsimile transmission, or electronic mail. AND NOTICE IS ALSO GIVEN that military voters who are registered voters of the District may apply for a military ballot by requesting an application from the District Clerk. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 p.m. on May 4, 2026. In a request for a military ballot application or ballot, the military voter may indicate his or her preference for receiving the application or ballot by mail, facsimile transmission, or electronic mail. AND NOTICE IS ALSO GIVEN that pursuant to § 2017(5) of Education Law, a Public Hearing on the 2026-2027 District budget will be held at 5:00 PM on Tuesday, May 5, 2026, in the High School Library at 134 Seneca Street, Hornell, NY 14843. AND NOTICE IS ALSO GIVEN that at the Annual Vote and Election, in addition to the budget vote and election of members of the Board of Education, the following proposition will be submitted for voter approval: PROPOSITION NO. 2 ? Expenditure from Transportation Reserve Shall the following resolution be adopted to wit: RESOLVED that, the Board of Education of the City School District of the City of Hornell, New York is hereby authorized to expend up to $600,000 from the existing 2017-2027 Transportation Reserve Fund (remaining balance) and from the existing 2024-2034 Transportation Reserve Fund for the acquisition of school buses and/or other student transportation vehicles to replace existing fleet vehicles, expenditure to be made no later than June 30, 2027? PROPOSITION NO. 3 ? Create Transportation Reserve Resolved that the Board of Education of the City School District of the City of Hornell, New York is hereby authorized to establish a transportation reserve fund pursuant to Section 3651 of the education law (to be known as the "2026-2036 Transportation Reserve Fund"), with the purpose of such fund being to finance the purchase of school buses, student transportation vehicles and equipment, and costs incidental thereto, the ultimate amount of such fund to be $1,000,000. plus, earnings thereon, the probable term of such fund to be ten (10) years, and the sources from which the funds shall be obtained for such reserve are (i) amounts from budgetary appropriations from time to time, and (ii) unappropriated fund balance made available by the board of education from time to time, and (iii) New York State aid received and made available by the board of education from time to time, all to the extent permitted by law? PROPOSITION NO. 4 -PURCHASE OF MAPLE CITY PARK Shall the Board of Education of the Hornell City School District be authorized to expend the sum of Fifty-Two Thousand Two Hundred Thirty-Four dollars ($52,234.00) for the purchase of the following (collectively, the "Property"): (A) all of the fee simple interest in, to and under an approximately 12.032 acre portion of that certain parcel of real property located at Seneca Street ?
