NOTICE OF ANNUAL DISTRICT MEETING AND ELECTION OF JOHNSON CITY CENTRAL SCHOOL DISTRICT(MAY 19, 2026) NOTICE IS HEREBY GIVEN that the Annual District Meeting and Election of the qualified voters of the Johnson City Central School District will be held on the 19th day of May 2026 between the hours of 12 noon and 8 p.m. at the Senior High School. The Annual District Meeting and Election shall be held for the following purposes: a) To vote on the annual district budget for the school year commencing July 1, 2026 and ending June 30, 2027, as adopted by the Board of Education, to appropriate the necessary funds required to meet the expenditures and to authorize the levy of taxes therefore (exclusive of public monies). b) To elect one member of the Board of Education as follows: (1) One member of the Board of Education for a five (5) year term, commencing on July 1, 2026, and ending on June 30, 2031, to fill the expiring term of Amber Stallman. c) To vote on any proposition which may be legally considered including a vote on the following propositions: PROPOSITION NO. 1 Bus Purchase (a) That the Board of Education of the Johnson City Central School District, Broome County, New York, is hereby authorized to purchase and to expend therefore, including costs incidental thereto and the financing thereof, an amount not to exceed the estimated maximum cost of $530,000.00 for the following vehicles: (1) Three (3) passenger diesel buses and incidentals thereto at a maximum aggregate cost of $530,000.00. (b) That a tax is hereby voted therefore in the aggregate sum of not to exceed $530,000.00 to be levied and collection in annual installments in such years and in such amounts as may be determined by the Board of Education. (c) That in anticipation of said tax, bonds of the School District are hereby authorized to be issued in the aggregate principal sum of $530,000.00 and a tax is hereby voted to pay the principal and interest on said bonds as the same shall become due and payable. Voting machines or in the absence of same, paper ballots will be used for recording the vote on the budget and the election of one member of the Board of Education and any propositions: The School District is comprised of one single consolidated Election District and voting is held in the Senior High School. A public hearing on the budget, as adopted by the Board of Education, shall be held on May 12, 2026 at 7:00 p.m. in the evening of said day, at the Johnson City Senior High School, 666 Reynolds Road, Johnson City, New York, and a detailed statement of the amount of money which will be required for the ensuing school year for school purposes, specifying the several purposes and the amount for each, and also the amount for each purpose estimated necessary for payments to Boards of Cooperation Educational Services shall be shown in full, with no deduction of estimated State Aid, may be obtained by any taxpayer from the District Business Office within the District between the hours of 9 a.m. and 4 p.m. on and after April 28, 2026 (excluding Saturdays, Sundays and holidays). The polls will be open from 12 noon to 8 p.m. on May 19, 2026, and as much longer as may be necessary to enable the voters then present to cast their ballots. NOTICE IS ALSO GIVEN, that the Board of Education, at the regular meeting on October 12, 1999, implemented a procedure for absentee ballots for school district meetings and elections in accordance with Education Law Section 2018-a. Applications for absentee ballots may be applied for at the Office of the District clerk, 666 Reynolds Road, Johnson City, New York. A request for an application must be received by the District Clerk or a designee of the Board of Education at least seven (7) days before said vote if the ballot is to be mailed to the absentee voter or by the date before if the ballot is to be delivered personally to said absentee voter. Absentee ballots must be received by the District Clerk or designee not later than 4 p.m. on the day of the vote. NOTICE IS ALSO GIVEN, that a list of all persons to whom absentee ballots shall have been issued shall be available for public inspection at the District Offices, 666 Reynolds Road, Johnson City, New York on each of the five business days prior to the election. Such list shall also be posted in a conspicuous place during the election for inspection. NOTICE IS ALSO GIVEN, that a resident may request an early mail ballot pursuant to the New York Early Mail Vote Act. Applications for an early mail ballot may be applied for at the Office of the District Clerk, 666 Reynolds Road, Johnson City, New York. A request for an application must be received by the District Clerk or a designee at least seven (7) days before said vote if the ballot is to be mailed to the early voter or by the day before the vote if the ballot is to be personally delivered. An application cannot be requested more than thirty (30) days prior to the vote. A voter who applies for and is issued an early mail ballot will not be eligible for an absentee ballot for the same election. The register of the qualified voters of said School District prepared and maintained by the Broome County Board of Elections and shall be used to determine those residents who shall be entitled to vote at said Annual Meeting and Election. No person shall be entitled to vote at said election whose name does not appear on said register. TAKE FURTHER NOTICE that candidates for office as a member of the Board of Education must be nominated by petition. Petitions nominating candidates as a member of the Board of Education must be directed to the District Clerk, shall be signed by at least twenty-five (25) qualified voters of the District or two percent (2%) of the voters who voted in the previous Annual Election on May 20, 2025, whichever is greater, and shall state the residence of each signer. Each petition shall state the name and residence of the candidate who is being nominated for a member of the Board of Education. Said petitions nominating candidates shall be filed with the District Clerk not later than the thirtieth (30th) day preceding the Annual Meeting and Election, to wit, April 20, 2026, between the hours of 9 a.m. and 4 p.m. Position of candidates on the ballot shall be determined by drawing by lot to be held on April 21, 2026, at 4:00 p.m. AND FURTHER NOTICE IS HEREBY GIVEN, that pursuant to a rule adopted by the Board of Education in accordance with Sections 2035 and 2008 of the Education Law, any referenda or propositions to amend the budget, or otherwise to be submitted for voting at said election, must be filed with the District Clerk, on or before April 20, 2026 at 4:00 p.m. prevailing time; must be typed or printed in the English language; must be directed to the Clerk of the School District; must be signed by at least twenty-five (25) qualified voters of the District or two percent (2%) of the number of actual voters from the previous election, whichever is greater; and must state the name and residence of each signer. However, the School Board will not entertain any petition to place before the power of the voters to determine, or any proposition which failed to include a specific appropriation where the expenditures of monies is required by the proposition.
