LEGAL NOTICE NOTICE OF PUBLIC HEARING, REGISTRATION, BUDGET VOTE AND ELECTION, PORT CHESTER-RYE UNION FREE SCHOOL DISTRICT, TOWN OF RYE, COUNTY OF WESTCHESTER, NEW YORK NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Port Chester-Rye Union Free School District, Westchester County, Port Chester, New York, will be held in the Port Chester Middle School in said district, on Thursday, May 7, 2026, at 6:00 p.m. prevailing time, for the presentation of the 2026-2027 budget. Budget document will be available in the district offices 7 days before the budget hearing. AND FURTHER NOTICE IS HEREBY GIVEN, that said vote and election, will be held on May 19, 2026, between the hours of 7:00 a.m. and 9:00 p.m., prevailing time, at the following locations: PLEASE NOTE: the Board of Education, by resolution dated April 22, 2021, has divided the school district into four (4) election districts. Voters may vote only at their designated polling location. To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. 2. To elect two (2) members of the Board of Education for a three (3) year term commencing July 1, 2026, and expiring on June 30, 2029, to succeed Roberto Dominguez and George Ford whose terms expire June 30, 2026. AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for 2026-2027, exclusive of public monies, as well as the Exemption Report, listing every type of exemption granted, as provided in Real Property Tax Law Section 495, may be obtained by any resident of the District during business hours beginning May 5, 2026, except Saturday, Sunday or holidays, at the Administration Office, 113 Bowman Avenue, Port Chester, New York, and at each of the following school houses: Thomas A. Edison King Street Park Avenue John F. Kennedy Middle School High School The Budget will also be available at any free association or public library in the District and on the District website. AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of member of the Board of Education shall be filed in the office of the Clerk of said District at her office in the Middle School Building, not later than Monday, April 20, 2026, between the hours of 9:00 a.m. and 5:00 p.m. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated; must be directed to the Clerk of the District; must be signed by at least 25 qualified voters (2 percent of the number of voters who voted in the previous annual election of the members of the school board, or 25 qualified voters, whichever is greater). Vacancies shall be filled in a descending order of valid tabulated votes, as canvassed at the Annual Election. Nominating petitions may be obtained from the clerk of the district at the Port Chester Middle School during District Clerk business hours, 9:00 a.m. and 3:00 p.m., Monday - Friday. AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee and early mail ballots may be obtained during school business hours from the District Clerk at the Board of Education Administration Office, 113 Bowman Avenue, Port Chester, NY; completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Absentee ballots and early mail ballots must be received by the District Clerk no later than 5:00 p.m., prevailing time, on May 19, 2026. A list of persons to whom absentee ballots and early mail ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk during school business hours for the five days prior to the annual meeting, except Sunday, and on Saturday, May 16, 2026, between the hours of 9:00 a.m. and 1:00 p.m. and said list will be posted at the polling place at the election. Any qualified voter present in the polling place may object to the voting of the ballot upon appropriate grounds for making his/her challenge and the reasons therefor known to the Inspector of Election before the close of the polls. AND FURTHER NOTICE IS HEREBY GIVEN, that personal registration of voters is required either pursuant to Section 2014 of the Education Law or pursuant to Article 5 of the Election Law. If a voter has heretofore registered pursuant to §2014 of the Education Law and has voted at an annual or special district meeting within the last four (4) calendar years prior to May 19, 2026, he/she is eligible to vote at this election; if a voter is registered and eligible to vote under Article 5 of the Election Law, he/she is also eligible to vote at this election. All other persons who wish to vote must register. The Board of Registration will meet for the purpose of registering all qualified voters of the District pursuant to Section 2014 of the Education Law at the Middle School, on Monday, May 11, 2026, between the hours of 2:30 p.m. until 6:30 p.m. prevailing time, in the office of the District Clerk located in the Port Chester Middle School to add any additional names to the register and to prepare the register of the school district for said annual meeting and election. Any person shall be entitled to have his or her name placed upon such register provided that at such meeting of the Board of Registration, he or she is known or proven to the satisfaction of such Board of Registration to be then or thereafter qualified to vote at said annual meeting and election. No person shall be entitled to vote at said annual meeting and election whose name does not appear on the register of the school district. And notice is also given that said register will be filed in the office of the District Clerk on Tuesday, May 12, 2026, and will thereupon be open for inspection by any qualified voters of the district during school business hours on each of the five (5) days prior to the day set for said meeting and election, excluding Sunday, and on Saturday, May 16, 2026 between the hours of 9:00 a.m. and 1:00 p.m. prevailing time, and at the polling place on the day of the vote. And notice is also given that military voters who are not currently registered may apply to register as a qualified voter of the school district. Military voters may apply to register to vote with the District Clerk in person in the office of the District Clerk located in the Port Chester Middle School or by calling that office 914-934-7922. Upon such request for a military voter application, such military voter may indicate his/her preference for receiving the application for registration by mail, facsimile or electronic mail. Such registration application must be received in the office of the District Clerk no later than 5:00 p.m. on May 8, 2026, the last business day before the school district’s board of registration will meet to prepare the school district register. Such registration application shall be considered by the board of registration at its meeting to prepare the register of voters for such annual meeting and election. Any military voter shall be entitled to have his/her name placed upon such register, provided, that at such meeting of the board of registration, he/she is known or proven to the satisfaction of such board of registration, to be then or thereafter entitled to military voter status at the annual meeting and election for which such register is prepared.
