LEGAL NOTICE OF ANNUAL PUBLIC HEARING ON THE BUDGET, ANNUAL MEETING, SCHOOL DISTRICT ELECTION AND VOTE
NOTICE IS HEREBY GIVEN that the Board of Education of the Onteora Central School District, Ulster and Greene Counties, New York, will hold the Annual Public Hearing on the Budget, at the Bennett Elementary School, on Route 28, Boiceville, NY on Tuesday, May 5, 2026 at 6:00 P.M., for the purpose of presenting the budget document for the 2026-2027 School Year. The budget hearing notice will be listed on the district website and will indicate if the Board has chosen to hold the budget hearing virtually in accordance with any relevant Executive Orders effective at that time.
NOTICE IS FURTHER GIVEN that a copy of the Statement of the amount of money which will be required for School District purposes during the 2026- 2027 school year (the Budget), as prepared by the Board of Education,, as well as the Exemption Report, listing every type of exemption granted, as provided in Section 495 of the Real Property Tax Law, may be obtained by any resident of the District during business hours, during the fourteen (14) days immediately preceding the Annual Meeting, Election and Budget Vote, except Saturday, Sunday, or holidays, at each of the District's operating schoolhouses and at the Administrative Offices, between the hours of 8:00 A.M. and 4:00 P.M., prevailing time. Copies of the Budget will also be avail- able on the district's website, and at the public libraries in the Towns of Hurley, Olive, Shandaken, and Woodstock during regular library business hours. A copy of the statement will also be available at the Budget Hearing. NOTICE IS FURTHER GIVEN that the Annual Meeting, Election of Members of the Board of Education, and Vote on the Budget and Propositions will be held on Tuesday, May 19, 2026, between the hours of 7:00 A.M. and 9:00 P.M., when the polls at the polling place hereinafter listed will be open for the purpose of voting, by voting machine, upon the following items:
a proposition to adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the district, and any other propositions which are placed before the voters.
Shall the Board of Education of the Onteora Central School District be au- thorized to establish a capital reserve fund for the purpose of appropriat- ing sufficient funds necessary to construct and finance district-wide reno- vations, improvements and/or additions to its facilities, as identified from time-to-time, including but not limited to those recommended in its five-year capital facilities plan, as well as original furnishings, equipment, machinery, apparatus and appurtenances, including incidental improvements and ex- penses in connection therewith, as well as the purchase of zero-emission school buses, and machinery and apparatus, including any infrastructure, necessary to support the maintenance of such zero-emission school buses, in the ultimate amount not to exceed $10,000,000 over a probable term of ten (10) years; and that the source of such ultimate amount shall be trans- ferred from unappropriated and unassigned fund balance in excess of the amount prescribed by law?
to elect three (3) members whom will serve the following terms:
Three (3) members will serve a three (3) year term commencing July 1, 2026 and expiring on June 30, 2029.
To be eligible to vote one must be: a citizen of the United States; at least 18 years of age; and a resident of the School District for at least thirty (30) days immediately preceding the Annual Meeting, Election and Budget Vote; and the residency must be the one and only legal residence. No person shall be entitled to vote whose name does not appear either on the register of this School District or on the registers of the Ulster/Greene Counties Board of Elections.
NOTICE IS FURTHER GIVEN that the following classes of persons shall be entitled to vote at the Annual Meeting, Election and Budget Vote to be held on May 19, 2026, without further registration:
Any person registered with the Ulster or Greene County Board of Elections as qualified to vote at general elections.
Any person whose registration record has been marked “Permanently Dis- abled" as determined by the Ulster or Greene County Board of Elections. The register of voters will be on file in the office of the District Clerk, 4166 Route 28, Boiceville, New York, and will be open for inspection by any quali- fied voter of the district during regular school hours, between the hours of 8:00 A.M. and 4:00 P.M., prevailing time, not later than five (5) days prior to the Annual Meeting, Election and Budget Vote. The register of voters will also be posted at the election district polling place on the day of the Annual Meeting, Election and Budget Vote, Tuesday, May 19, 2026. NOTICE IS FURTHER GIVEN that the polling center for the purposes of voting at the Annual Meeting, Election and Budget Vote on May 19, 2026, shall be as follows: Middle/High School Wrestling Room, 4166 Route 28, Boiceville, New York
NOTICE IS FURTHER GIVEN that petitions for nominating candidates for the office of member of the Board of Education must be filed with the District Clerk by no later than 5:00 P.M. on Monday, April 20, 2026 in the form and manner prescribed by Section 2018 of the Education Law, candidates must submit a petition containing the signatures of 54 eligible voters, shall state the name and residence address of each signor and the name and residence address of the candidate. Petition forms may be obtained at the Office of the District Clerk during regular business hours (8:00 A.M. to 4:00 P.M.) on weekdays when school is in session or on the district website (www.on- teora.k12.ny.us). Board Candidates must be qualified voters of the School District and must have been residents of the School District for at least one (1) year immediately preceding the election.
NOTICE IS FURTHER GIVEN that applications for absentee and early mail ballots for the Annual Meeting, Election and Budget Vote may be obtained at the Office of the District Clerk, 4166 Route 28, Boiceville, New York. Ap- plications for absentee and early mail ballots cannot be received more than thirty (30) days before the vote, and must be received by the District Clerk at least seven (7) days prior to the Election and Vote (by May 12, 2026) if the ballot is to be mailed to the voter or by the day before the Election and Vote (May 18, 2026), if the ballot will be picked up personally by the voter. All qualified voters who meet the criteria for "Permanently Disabled" and are so certified by the Ulster or Greene County Board of Elections will receive absentee ballots by mail. Qualified military voters may request a military absentee ballot application from the District Clerk during regular business hours (8:00 A.M. to 4:00 P.M.), and may indicate their preference to receive a military absentee ballot application via mail, facsimile or electronic mail. Absentee ballots for military voters shall be administered in accordance with the provisions of Section 2018-d of the Education Law and Part 122 of the Commissioner's Regulations. Absentee and early mail ballots must be received in the Office of the District Clerk by no later than 5:00 P.M. on the day of the Election and Vote, May 19, 2026. A list of all persons to whom ab- sentee and early mail ballots have been issued shall be available for public inspection on weekdays during regular office hours, from 8:00 A.M. to 4:00 P.M., prevailing time, until the day of the Election and Vote. NOTICE IS FURTHER GIVEN that Early Mail and Absentee Ballot Collection for the Annual Meeting, Election and Budget Vote will be held on Saturday, May 16, 2026, from 9:00 A.M. to 12:00 P.M. at the Woodstock Public Library, 5 Library Lane, Woodstock, New York, and from 1:00 P.M. to 4:00 P.M. at the Phoenicia Library, 48 Main Street, Phoenicia, New York. Qualified voters of the School District may apply for an absentee or early mail ballot and/or submit their completed early mail or absentee ballot in person to the Dis- trict Clerk during these designated hours in accordance with the provisions of the Education Law.
