Notice of Complete Application New York State Department of Environmental Conservation Notice of Complete Application Date: 01/21/2026 Applicant: CAYUGA COUNTY 160 GENESEE ST AUBURN, NY 13021-3424 Facility: EMERSON PARK ST RTE 38-A Owasco, NY 13021 Application ID: 7-0546-00024/00020 Permits(s) Applied for: 1 - Article 15 Title 5 Excavation & Fill in Navigable Waters Project is located: in OWASCO in CAYUGA COUNTY Project Description: The applicant is proposing excavation below the mean high water level of Owasco Outlet (NYS Water Index #Ont-66-12-43), a Class C navigable waterbody, and Owasco Lake (NYS Water Index # Ont-66-12- 43-P212), a Class AA(T) navigable waterbody. Proposed work includes the following: dredging of 12,000 square feet in the Owasco Outlet; dredging of 1,000 square feet in Owasco Lake; and the removal of approximately 3 cubic yards of beach debris in Owasco Lake. The proposed work will improve navigability and improve water quality within Owasco Lake and the Owasco Outlet. Availability of Application Documents: Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person. State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action. SEQR Lead Agency None Designated State Historic Preservation Act (SHPA) Determination A cultural resources survey has been completed and cultural resources were identified. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no adverse impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
