Notice of Complete Application New York State Department of Environmental Conservation Date: 02/18/2026 Applicant: NATIONAL FUEL GAS SUPPLY CORPORATION 6363 MAIN ST BUFFALO, NY 14221 Facility: TNY THRUWAY CROSSING PROJECT HDD UNDER NYS THRUWAY AND WILLET RD. LACKAWANNA, HAMBURG, NY Application ID: 9-1499-00130/00001 Permits(s) Applied for: 1 - Article 24 Freshwater Wetlands Project is located: In MULTIPLE TOWNS in ERIE COUNTY Project Description: The applicant proposes to disturb approximately 1.31 acres of regulated adjacent area associated with the replacement of approximately 850 linear feet of existing 20-inch diameter natural gas pipeline with approximately 850 linear feet of new 24-inch diameter natural gas pipeline. Temporary impacts to the regulated adjacent area will include excavation to install the new natural gas pipeline and the temporary placement of timber matting for construction access. Approximately 350 linear feet of pipeline will be installed via conventional bore north and south of Willet Road in the Towns of Lackawanna and Hamburg, Erie County, and approximately 500 linear feet will be installed via horizontal directional drilling underneath the New York State Thruway. The project will result in approximately 3.35 acres of ground disturbance and all work will occur within existing right-of-way. Availability of Application Documents: Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person. State Environmental Quality Review (SEQR) Determination SEQR is preempted by federal law. SEQR Lead Agency None Designated State Historic Preservation Act (SHPA) Determination Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHPA is required. DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29) It has been determined that the proposed action is not subject to CP-29.
