NEW YORK STATE DEPARTMENT OF ENVIRONMENTAL CONSERVATION NOTICE OF WRITTEN PUBLIC COMMENT PERIOD REGION 9 SOIL AND WATER CONSERVATION DISTRICT GENERAL PERMIT (GP-0-26-001) PROJECT DESCRIPTION The New York State Department of Environmental Conservation (DEC) proposes to issue a general permit for various shoreline stabilization and structural repair activities in state-regulated waters and wetlands. The Region 9 Soil & Water Conservation District General Permit (GP-0-26-001) is proposed to be issued for a five-year term for utilization by Soil & Water Conservation Districts serving counties within DEC’s Region 9 (Allegany, Cattaraugus, Chautauqua, Erie, Niagara, Wyoming). The proposed General Permit contains a similar scope of authorized activities and restrictions that have been included in general permits previously issued to regional Soil & Water Conservation Districts, all of which have since expired. The General Permit would include authorizations pursuant to Protection of Waters (ECL Article 15, Title 5) and Freshwater Wetlands (ECL Article 24). The General Permit is proposed for locations throughout Region 9, except where excluded by the terms and conditions of the general permit.
