NASSAU COUNTY LEGAL NOTICE Nassau County New York SUPPLEMENTAL NOTICE TO BIDDERS Sealed Proposals, invited by the County of Nassau, will be received by the County Executive of Nassau County, in the office of the Clerk of the Nassau County Legislature, Room 117, in the Theodore Roosevelt Executive and Legislative Building, 1550 Franklin Avenue, Mineola, New York, on TUESDAY, March 3, 2026 until 10:30 AM, at which time the Proposals were accompanied with and presented separate from the required Bid Security will be publicly opened and read aloud, in the Meeting Room of the Nassau County Legislature, and the contract awarded as soon thereafter as practicable for: SOUTH SHORE WRF AERATION BLOWER FACILITY CONTRACT NO. S35121-06G The work includes labor, materials, tools, equipment. and incidentals as specified for the construction of a new Aeration Blower Building located on the South Shore WRF campus along the northern wall of the existing process aeration tanks, and realignment of an existing paved access road and below ground utilities that conflict with the location of the new Aeration Blower Building. The new Aeration Blower Building will be constructed supported by a pile foundation with a finished floor elevation located above the design flood elevation and include the installation of five (5) new direct drive single-stage integrally geared centrifugal (IGC) blowers, dissolved oxygen sensors, venturi flow meters, and associated PLC- based controls and Nassau County SCADA integration designed to deliver enough air across the range of operating conditions to support biological nutrient removal (BNR). The new aeration building will house a blower room, battery rooms, control room, transformer rooms, electrical room, mechanical room, mechanical area, DC distribution room, and miscellaneous support systems. A new overhead aeration header will also be constructed and connected to new process overhead aeration lateral piping with air drops connecting to the existing aeration grids in the individual aeration tank passes. Existing process aeration system and piping will be disconnected and decommissioned. Your bid shall be based upon a Notice to Proceed to be issued in the 1st Quarter of 2027. There will be a non-mandatory pre-bid meeting/walk-through on WEDNESDAY, JANUARY 21, 2026, at 10:00 AM. Prospective bidders are to meet at the SOUTH SHORE WRF PMJV Trailer Complex at the north-west corner of the facility property. All prospective bidders are encouraged to attend and must wear all appropriate PPE including hard hat, safety toe boots, eye protection, & safety vest. All questions regarding this contract shall be submitted via email prior to 3:30PM on FRIDAY, FEBRUARY 6, 2026, to Chris Vella at cvella@nassaucountyny.gov. No interpretation of the meaning of the Drawings, Specifications or other Contract Documents will be made to any Bidder orally. Prospective bidders must request in writing such interpretation from the Commissioner and such interpretation will be given in writing in the form of written addenda, to all prospective bidders, in accordance with the Instructions to Bidders, Item G. This Contract will be subject to Nassau County Local Laws No. 14-2002, "Participation by Minority Group Members and Women in Nassau County Contracts," which requires submission of a Utilization plan prior to the award of a County contract, No. 2-2016, "Participation of Service-Disabled Veterans in County Contracts," and No. 9-2002, as amended by No. 3-2015, which require that firms entering into contracts with Nassau County must participate in registered and approved apprenticeship training programs unless such requirement are supplanted by requirements specified in the bidding instructions. At the time of bid submission, the Contractor shall submit, as part of its bid, documents in compliance with Title 51 of the Nassau County Miscellaneous Laws demonstrating participation in approved apprenticeship training programs that are appropriate for the type and scope of work to be performed pursuant to the Contract. Such apprenticeship training programs appropriate for the scope of this Contract shall include, but are not limited to the following: Laborers, Electricians, Operating Engineers, or any other trade appropriate for the type of work proposed. The apprenticeship training programs shall be registered with, and approved by, the New York State Commissioner of Labor in accordance with Article 23 of the New York State Labor Law. Note that if the Contractor does not comply with these requirements, the Commissioner may declare the Contractor's bid proposal non-responsive and award the Contract to the next lowest responsible Bidder. All Vendors shall submit a Completed Appendix C: Offeror's Affirmation of Understanding of and Agreement Pursuant to State Finance law § 139-j(3) and § 139-j(6)(b). In order to submit a bid, a non-refundable fee of $300.00 by check or money order, payable to the Nassau County Treasurer, will be required for each set of Bid Contract Documents purchased from the Permit Office. Prospective bidders requesting Contract Documents by mail must remit an additional, non- refundable, fee of $30.00 per set to cover handling and first-class mailing. ONLY BID CONTRACT DOCUMENTS PURCHASED FROM THE PERMIT OFFICE IN THIS MANNER WILL BE ACCEPTED/CONSIDERED. SUBCONTRACTOR LISTS - In accordance with GML § 101, for projects (1) to which a project labor agreement applies, (Labor Law Section 222) and, additionally, (2) on a public work contract for which separate specifications have not been prepared, each Bidder shall submit with its bid a separate sealed list on the forms provided with the proposal forms that names each subcontractor (for the enumerated work, if applicable) that the Bidder intends to use to perform work on the contract. Notwithstanding the forgoing, all subcontractors must be approved by the Commissioner in writing prior to such subcontractor's performance of any work.
