NASSAU COUNTY LEGAL NOTICE Nassau County New York NOTICE TO BIDDERS Sealed Proposals, invited by the County of Nassau, will be received by the County Executive of Nassau County, in the office of the Clerk of the Nassau County Legislature, Room 117, in the Theodore Roosevelt Executive and Legislative Building, 1550 Franklin Avenue, Mineola, New York, on Tuesday, March 17, 2026 until 10:30 am, at which time the Proposals were accompanied with and presented separate from the required Bid Security will be publicly opened and read aloud, in the Meeting Room of the Nassau County Legislature, and the contract awarded as soon thereafter as practicable for: Nassau County Department of Public Works Rehabilitation of Bannister Creek Bridge CONTRACT NO.: H63029-26G PIN 0762.06 The work includes providing all labor, materials, machinery, tools, equipment and other means of construction necessary and incidental to the completion of the work shown on the plans and described in these specifications including, but not necessarily limited to the following: rehabilitation of the existing concrete culvert (BIN 5520290) on the Nassau Expressway (NY878) over Bannister Creek including repairs to the existing concrete culvert construction joints, abutment walls and top slab; scarifying the top slab and installing a waterproofing membrane; new approach slabs; milling and resurfacing of the asphalt wearing surface; replacement of bridge railing, guide rail, sidewalk, drainage systems; installation of scour protection; and new pavement markings. Your bid shall be based upon a Notice to Proceed to be issued in the first quarter of 2027. All questions regarding this contract shall be submitted via email prior to 4:00 pm on Friday, February 27, 2026 to Andrea Pereira at APereira@nassaucountyny.gov. No interpretation of the meaning of the Drawings, Specifications or other Contract Documents will be made to any Bidder orally. Prospective bidders must request in writing such interpretation from the Commissioner and such interpretation will be given in writing in the form of written addenda, to all prospective bidders, in accordance with the Instructions to Bidders, Item G. Please be advised the DBE goal for the subject County Federally Aided Project is set at 0%, the EEO Women Participation Goal is set at 6.9%, and the EEO Minority Participation Goal is set at 5.8%. The use of the NYSDOT approved civil rights reporting software, Equitable Business Opportunities (EBO), is required. To be in compliance with the contract requirements for NYS Civil Rights reporting, it is recommended that all Bidders and subcontractors have an active EBO account. This Contract will be subject to Nassau County Local Law 2-2017 "To require the analysis and approval of a Professional Engineer (P.E.) prior to the use of heavy equipment on or over bridges in Nassau County and Local Laws No. 9-2002, as amended by No. 3-2015, which require that firms entering into contracts with Nassau County must participate in registered and approved apprenticeship training programs unless such requirement are supplanted by requirements specified in the bidding instructions. At the time of bid submission, the Contractor shall submit, as part of its bid, documents in compliance with Title 51 of the Nassau County Miscellaneous Laws demonstrating participation in approved apprenticeship training programs that are appropriate for the type and scope of work to be performed pursuant to the Contract. Such apprenticeship training programs appropriate for the scope of this Contract shall include, but are not limited to the following: Laborers, Carpenter, Operating Engineers, Electricians, Arborists, or any other trade appropriate for the type of work proposed. The apprenticeship training programs shall be registered with, and approved by, the New York State Commissioner of Labor in accordance with Article 23 of the New York State Labor Law. Note that if the Contractor does not comply with these requirements, the Commissioner may declare the Contractor's bid proposal non-responsive and award the Contract to the next lowest responsible Bidder. Notwithstanding the forgoing, all subcontractors must be approved by the Commissioner in writing prior to such subcontractor’s performance of any work . All Vendors shall submit a Completed Appendix C: Offeror’s Affirmation of Understanding of and Agreement Pursuant to State Finance law § 139-j(3) and § 139-j(6)(b).
