NOTICE OF SPECIAL DISTRICT MEETING AND ELECTION OF LIBRARY TRUSTEES The Board of Trustees of the Goshen Public Library and Historical Society, Orange County, New York, hereby gives notice of the Special District Annual Meeting, Board of Trustees Election and Vote, as follows: NOTICE OF SPECIAL DISTRICT ANNUAL MEETING AND ELECTION OF LIBRARY TRUSTEES NOTICE IS GIVEN THAT a special district meeting of the qualified voters of the Goshen Central School District will be held at the Goshen Public Library and Historical Society, 366 Main Street, Goshen, New York, on Wednesday, April 15, 2026, at 7:45 a.m., Prevailing Time, for the transaction of such business as is authorized by the Education Law. NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which will be required for the ensuing year for library purposes may be obtained by any taxpayer in the Goshen Central School District during the seven (7) days immediately preceding the annual meeting at the Goshen Public Library and Historical Society during regular business hours. NOTICE IS FURTHER GIVEN THAT voting will be conducted by paper ballot A. To vote upon the appropriation of the necessary funds to meet the estimated expenditures for the Goshen Public Library and Historical Society for the fiscal year July 1, 2026 -June 30, 2027 (the Budget). B. To elect two (2) members to the Board of Trustees for the Goshen Public Library and Historical Society, to fill vacancies as follows: Term: Name of Last Incumbent: 3 years Tina Fortugno 3 years Alison Newman NOTICE IS FURTHER GIVEN THAT A. Pursuant to Section 2004 of Education Law application for absentee ballots may be applied for from the Clerk of the Board of Trustees in the Library office at 366 Main Street, Goshen, New York, and on the library website (goshenpubliclibrary.org). Such application must be received by the Clerk at least 7 days before the election if the absentee ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter. Absentee ballots must be received in the Office of the Clerk not later than 5 o'clock p.m. on the day of the election. B. That the polls for the purpose of voting will be kept open between the hours of 8:00 a.m. and 7:00 p.m., Prevailing Time. C. That candidates for the office of trustee of the Goshen Public Library and Historical Society to be elected at said special district meeting shall be nominated by petition. Each petition must be directed to the Goshen Public Library and Historical Society Clerk of the Board of Trustees and shall be signed by at least twenty-five (25) qualified voters of the Goshen Central School District and shall state the residence of the candidate and shall state the residence of each signer. Vacancies on the Board of Trustees of the Goshen Public Library are not considered separate, specific offices; candidates run at large with the highest vote getters winning the seats. D. That petitions are available at the office of the Goshen Public Library and Historical Society Clerk of the Board of Trustees , 366 Main Street, Goshen New York, and each petition shall be filed with said Clerk between the hours of 9:00 a.m. and 12:30 p.m., Prevailing Time, not later than the 30th day preceding the special district meeting at which candidates nominated are to be elected. The last day for filing such petition is March 11, 2026. NOTICE IS FURTHER GIVEN that as specified in sections 2012 and 2014.2: all voters must be U.S. citizens, at least 18 years old, living in the district for at least 30 days preceding the vote. In addition, voters must be registered either by the school district or the Board of Elections. Voters are registered who have voted any time during the last four years in a Goshen school or library election. Voters are also automatically registered who have voted during the last four years in a November general election in a locality within the school district. The final day to register is April 7, 2026.
