ESTOPPEL NOTICE The Bond Ordinance, a summary of which is published herewith, has been adopted on the 25 th day of February, 2026 by the City of Rome, Oneida County, New York (the "City"), and the validity of the obligations authorized by such Ordinance may be hereafter contested only if such obligations were authorized for an object or purpose for which the City is not authorized to expend money or the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty (20) days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the New York State Constitution. Summary of Bond Ordinance Specific Objects or Purposes – the purchase of machinery and apparatus to be used for constructing, reconstructing, repairing, maintaining or removing the snow and ice from, any physical public betterment or improvement, the cost of which is $30,000 or over, including one (1) six-wheel dump truck for the Water Transmission & Distribution Department. Period of Probable Usefulness – fifteen (15) years. Maximum Amount of Obligations to be Issued - $205,000 The Bond Ordinance is not subject to a mandatory or permissive referendum.
