ESTOPPEL NOTICE The Bond Ordinance, a summary of which is published herewith, has been adopted on the 25th day of March, 2026 and the validity of the obligations authorized by such ordinance may be hereafter contested only if such obligations were authorized for an object or purpose for which the City of Rome, Oneida County, New York, is not authorized to expend money or the provisions of law which should have been complied with as of the date of publication of this notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty (20) days after the date of publication of this notice, or such obligations were authorized in violation of the provisions of the Constitution. Summary of Bond Ordinance Specific Objects or Purposes . The preparation of surveys, plans, specifications and estimates necessary for planning for possible future capital improvements to the City’s sewer system, at an estimated maximum cost of $2,833,405. Period of Probable Usefulness . Five (5) years. In the event that any such sewer system capital improvements are financed in whole or in part pursuant to the Local Finance Law after commencement of the financing of the Sewer Improvement Planning costs authorized herein, and if the period of five (5) years shall not have elapsed since the date of issuance of the first obligation or obligations for such Sewer Improvement Planning, then the period of probable usefulness for such Sewer Improvement Planning may be increased so that the period of probable usefulness thereof shall be equal to the period of probable usefulness of the sewer system capital improvements for which the financing of such Sewer Improvement Planning costs was originally commenced less the period of time which shall have elapsed from the date of issuance of the first obligation or obligations for the Sewer Improvement Planning costs to the date of issuance of the first obligation or obligations for such sewer system capital improvements. Maximum Amount of Obligations to be Issued . $2,833,405. The Bond Ordinance is not subject to a mandatory or permissive referendum. The Bond Ordinance herein summarized shall be available for public inspection during normal business hours for twenty (20) days following the date of publication of this notice at the office of the City Clerk at Rome City Hall, 198 North Washington Street, Rome, New York.
