LEGAL NOTICE Notice of Public Hearing, Budget Vote, and Election BALLSTON SPA CENTRAL SCHOOL DISTRICT TOWN OF BALLSTON, COUNTY OF SARATOGA, NEW YORK NOTICE IS HEREBY GIVEN, that a public hearing of the qualified voters of the Ballston Spa Central School District, State of New York, will be held in the Ballston Spa Central School District High School Library, 220 Ballston Avenue, Ballston Spa, New York, in said District on Wednesday, May 6, 2026 at 6:30PM prevailing time, for the presentation of the budget document. AND FURTHER NOTICE IS HEREBY GIVEN that said vote and election will be held on May 19, 2026 be- tween the hours of 7:00AM and 9:00PM, prevailing time, at the following election sites: Election District Number 1 - voters residing in the Ballston Spa Central School District within the Towns of Ballston, Charlton, and Milton, shall vote at the Ballston Spa High School Library, 220 Ballston Av- enue, Ballston Spa, New York. Election District Number 2 – voters residing in the Ballston Spa Central School District within the Town of Malta, shall vote at the Town of Malta Town Hall, 2540 Route 9, Malta, New York. At the aforementioned time, the polls will be opened to vote by voting machine upon the following items: 1. To adopt the annual budget of the School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District. 2. To elect three (3) members of the Board of Education, to three (3) year terms, commencing on July 1, 2026 and expiring on June 30, 2029, to succeed Matthew Dreher, Julia Routbort-Baskin, and Katie Whittemore whose terms expire on June 30, 2026. 3. To vote upon the following propositions: SCHOOL VEHICLE/EQUIPMENT BOND PROPOSITION RESOLVED, that the Board of Education of the Ballston Spa Central School District, in the County of Saratoga, New York (the “District”) is hereby authorized and directed to: (1) purchase various diesel/ gas powered school buses, vehicles and equipment, at a maximum cost of $1,620,100 (2) expend such sum for such purpose, (3) levy the necessary tax therefore, to be levied and collected in annual install- ments in such years and in such amounts as may be determined by the Board of Education in accor- dance with Section 416 of the Education Law, and (4) in anticipation of the collection of such tax, issue bonds and notes of the District at one time or from time to time in the principal amount not to exceed $1,620,100, and levy a tax to pay the interest and principal on said obligations when due and payable. ELECTRIC SCHOOL VEHICLE BOND PROPOSITION RESOLVED, that the Board of Education of the Ballston Spa Central School District, in the County of Saratoga, New York (the "District") is hereby authorized and directed to: (1) purchase one electric powered school bus, at a maximum cost of $295,000 (2) expend such sum for such purpose, (3) levy the necessary tax therefore, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education in accordance with Section 416 of the Education Law, and (4) in anticipation of the collection of such tax, issue bonds and notes of the District at one time or from time to time in the principal amount not to exceed $295,000, and levy a tax to pay the interest and principal on said obligations when due and payable. BALLSTON SPA PUBLIC LIBRARY PROPOSITION SHALL an annual appropriation of $65,902. separate and apart from the Ballston Spa Central School District annual school district budget, be approved to support and maintain the Ballston Spa Public Library, which sum shall be raised annually by a tax upon the taxable property of the school district, and which appropriation shall be the annual appropriation for the library until changed by further vote of the electors of the school district, and such tax shall be levied and collected yearly as are other general taxes and paid over to the Library Trustees? AND FURTHER NOTICE IS HEREBY GIVEN that the election and budget vote shall be by voting ma- chine or absentee ballot. The hours during which the polls shall be kept open shall be from 7:00AM to 9:00PM prevailing time or for as long thereafter as necessary to enable qualified voters who are in the polling place at 9:00PM to cast their ballots. AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of the amount of money which will be required to fund the School District's budget for 2026-2027, exclusive of public monies, may be obtained by any resident of the District, on the date of the election and budget vote, and during the fourteen days immediately preceding the election and budget vote, except Saturdays, Sundays or holidays, during business hours, at the Administration Office, 70 Malta Avenue, Ballston Spa, New York, and at each of the following schoolhouses: Ballston Spa High School Ballston Spa Middle School Wood Road Elementary School Malta Avenue Elementary School Milton Terrace Elementary School Gordon Creek Elementary School AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of mem- ber of the Board of Education shall be filed with the Clerk of said School District at his/her office in the Administration Building between 8:00AM and 5:00PM, and not later than 5:00PM on April 20, 2026. Vacancies on the Board of Education are not considered separate, specific offices; candidates run at large. Nominating petitions shall not describe any specific vacancy upon the Board for which the candidate is nominated. The petition must be directed to the Clerk of the Ballston Spa Central School District, state the name and residence of the candidate, name and residence of each signer, and must be signed by at least twenty-seven (27) qualified voters of the District. Nominating petitions may be obtained at the Office of the District Clerk in the Ballston Spa Central School District during regular school hours. AND FURTHER NOTICE IS HEREBY GIVEN, that applications for early mail ballots will be obtainable during school business hours from the District Clerk beginning April 20, 2026; completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Early mail ballots must be received by the District Clerk no later than 5:00PM, prevailing time, on May 19, 2026. A list of persons to whom early mail ballots are issued will be available for inspection to qualified vot- ers of the District in the office of the District Clerk through May 18, 2026, between the hours of 8:00AM and 4:00PM on business days prior to the day set for the annual election and on May 19, 2026. AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee ballots will be obtainable dur- ing school business hours from the District Clerk beginning April 20, 2026. Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk no later than 5:00PM, prevailing time, on May 19, 2026. The Education Law makes special provisions for absentee voting by "permanently disabled" voters of the District and any questions regarding these rights should be directed to the Clerk of the Board. All completed ballots shall be returned to the Office of the District Clerk no later than 5:00PM on May 19, 2026. The Education Law also makes special provisions for absentee voting for "military" voters of the Dis- trict. Specifically, the law provides a unique procedure for "military ballots" in school district votes. Whereas absentee ballot applications and absentee ballots must be received by the voter by mail, a military voter may elect to receive his/her absentee ballot application and absentee ballot by mail, email or facsimile. The Clerk shall distribute the military ballots in accord with the military voter's preferred method of transmission no later than 25 days before any election. The Clerk of the Board must then receive the military voter's military ballot by mail or in person not later than 5:00PM on May 19, 2026. AND FURTHER NOTICE IS HEREBY GIVEN THAT a list of persons to whom absentee ballots are issued will be available for inspection to qualified voters of the District in the office of the District Clerk from 8:00AM to 4:00PM prevailing time on the five business days prior to the day set for the annual election, and on the day set forth the election. Any qualified voter may challenge the acceptance of the ballot of any person on such list, by making his/her challenge and the reasons therefor known to the District Clerk who will report such challenge to the Inspector of Election before
