PUBLIC NOTICE
Early Notice and Public Review of a Proposed Activity in a Floodplain
Village of Bergen, Genesee County, New York
To: All Interested Agencies, Groups, and Individuals
The Northern Border Regional Commission (NBRC) intends to fund the following proposed action under the Catalyst Program. NBRC will prepare an 8-Step Decision-Making Process review in compliance with Executive Order (EO) 11988 (Floodplain Management) to ensure federally funded projects consider floodplain impacts and avoid unnecessary risks.
The proposed action involves replacing and rehabilitating portions of the sewer collection system within the Village of Bergen, New York, to modernize aging infrastructure and address significant inflow and infiltration issues that limit wastewater treatment capacity. Specific activities include spot repairs, replacement of two complete sewer main sections, installation of 41 new manholes, and installation of watertight frames on existing manholes. Work will require excavation on previously disturbed ground; however, no vegetation removal or other ground disturbance is planned. All repairs and replacements will be made in kind, and the proposed action will not increase system capacity.
Floodplain Determination :
The floodplain status of the proposed action was determined using the Genesee County Web Mapping Service and its associated FEMA Flood Hazard Areas layer. Review of Flood Insurance Rate Map (FIRM) Panel Numbers 3614970001A and 3614970002A indicate that portions of the project site are located within the 100-year floodplain (Zone A), warranting analysis under the 8-Step Decision-Making Process.
This notice provides people who may be affected by the proposed action and those who have an interest in the protection of the natural environment with an opportunity to express their concerns and provide information. Commenters are encouraged to offer alternative sites, alternative methods to serve the same project purpose, and methods to minimize and mitigate impacts.
Comments should be submitted by email to nepa@nbrc.gov. NBRC is accepting comments on this notice for 15 days, from May 2nd through the end of the day on May 17th .
