RESOLUTION DIRECTING THE DISTRICT CLERK TO GIVE NOTICE OF THE BUDGET HEARING, VOTE ON THE 2026-2027 SCHOOL YEAR BUDGET PROPOSITIONS AND BOARD MEMBER ELECTION

ANNUAL MEETING OF THE QUALIFIED VOTERS OF THE MONROE-WOODBURY CENTRAL SCHOOL DISTRICT COUNTY OF ORANGE, NEW YORK

BE IT RESOLVED, that the Board of Education of the Monroe-Woodbury Central School District, Orange County, New York, hereby adopts, authorizes and directs the District Clerk to give notice to the qualified voters of the school district of the budget hearing, annual school district board member election and district vote on the 2026-2027 school year budget and propositions as follows:

NOTICE OF ANNUAL PUBLIC HEARING ON THE BUDGET, ANNUAL MEETING AND ELECTION Monroe-Woodbury Central School District, Central Valley

NOTICE IS HEREBY GIVEN by the Board of Education ("Board") of the Monroe-Woodbury Central School District ("District") that the Board will hold an Annual Public Hearing on the Budget at the Monroe-Woodbury High School, 155 Dunderberg Road, Central Valley, New York on Wednesday, May 6, 2026 at 6:00 P.M., Prevailing Time, for the purpose of discussion of the expenditure of funds and the budgeting thereof proposed by said Board of Education for the school year July 1, 2026 - June 30, 2027 and for the purpose of transacting such business as may legally and properly come before the Meeting.

NOTICE IS FURTHER HEREBY GIVEN that the Annual Meeting and Election will be held at the Monroe-Woodbury Central Valley Elementary School, 45 Route 32, Central Valley, New York, on Tuesday, May 19, 2026, between the hours of 6:00 A.M. and 9:00 P.M., Prevailing Time, when the polls will be opened for the purpose of voting by voting machine upon the following matters and propositions and any other proposition placed before the voters:

A. To elect four (4) members of the Board of Education, to be elected for the following terms: (i) three (3) terms beginning July 1, 2026 and ending on June 30, 2029; and (ii) one (1) term beginning May 19, 2026 and ending on June 30, 2027. The three (3) candidates who obtain the most votes will be elected to the three (3) year seats. The candidate who obtains the fourth most votes will be elected to the shortest term.

B. PROPOSITION NO. 1

RESOLVED, that the Board of Education of said School District is hereby authorized to appropriate the necessary funds to meet the estimated expenditures of the District for the forthcoming fiscal year of July 1, 2026 - June 30, 2027; such funds are to be raised by tax on the taxable property of the District to be levied and collected as provided by law.

PROPOSITION No. 2 (AUTHORIZATION TO EXPEND FUNDS FROM FACILITIES IMPROVEMENT PROGRAM 2017 and EXCEL AID FOR ROOF REPLACEMENT WITH RELATED ACM ABATEMENT AT SAPPHIRE ELEMENTARY SCHOOL)

RESOLVED, that the Board of Education of the Monroe-Woodbury Central School District is hereby authorized to expend from the District's Capital Reserve Fund known as "Facilities Improvement Program 2017," previously established by the voters of the District on May 15, 2017, in an amount not to exceed Two Million Six Hundred Thousand ($2,600,000) Dollars for roof replacement with related ACM Abatement at Sapphire Elementary School; and

BE IT FURTHER RESOLVED, that the Board of Education here further authorized to utilize the remaining Five Hundred and Forty Nine Thousand ($549,000) dollars received pursuant to the New York State EXCEL Program to finance a portion of the costs of such roof project.

NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of money which may be required for School District purposes (the budget) during the July 1, 2026 - June 30, 2027 school year, as prepared by the Board of Education, may be obtained upon request by any resident in the District during the fourteen days immediately preceding the date of the Annual Meeting and Election, except a Saturday, Sunday or holiday, at each school house in the School District in which school is maintained between the hours of 9:00 A.M. and 3:00 P.M., Prevailing Time, together with the text of any resolution to be presented to the voters. A copy of the statement of estimated expenditures will also be made available on May 5, 2026 and at the Annual Public Hearing on the Budget to be held on Wednesday, May 6, 2026. A Real Property Tax Exemption Report, prepared in accordance with Section 495 of the Real Property Tax Law, will be annexed to any tentative/preliminary budget, as well as the final adopted budget of which it will form a part; and shall be posted on District bulletin boards maintained for public notices, as well as on the District's website.

NOTICE IS FURTHER HEREBY GIVEN that the candidates for the office of member of the Board of Education shall be nominated by petition and such petitions are not to describe any specific vacancy for which the candidate is nominated. A separate petition is required to nominate each candidate. Each petition must be filed with the District Clerk and shall be signed by at least twenty-nine (29) qualified voters of the School District and shall state the residence of each signer and the name and residence of the candidate. Petitions are available at the office of the School District Clerk at the Monroe-Woodbury Harriman Center, 9 North Main Street, Harriman, New York, and each petition shall be filed with the District Clerk during regular business hours, not later than the 30th day preceding the Annual Meeting and Election at which the candidates nominated are to be elected. The last day for filing such petitions is by no later than 5:00 PM on Monday, April 20, 2026.

NOTICE IS FURTHER HEREBY GIVEN that applications for absentee ballots may be applied for at the Office of the District Clerk. Such application must be received by the District Clerk at least seven days before the election if the ballot is to be mailed to the voter or the day before the election if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the District Clerk of the District no later than 5:00 P.M., Prevailing Time, on the date of the Annual Meeting and Election.

NOTICE IS FURTHER HEREBY GIVEN a list of all persons to whom absentee ballots shall have been issued will be available in the Office of the District Clerk where it shall be available for public inspection during regular office hours until the day of the election. Any qualified voter may challenge the qualifications as a voter of any person on such list, in the manner provided in Section 2018-a of the Education Law.

NOTICE IS FURTHER HEREBY GIVEN that, pursuant to Section 2018-f of the Education Law, applications for early mail ballots may be obtained at the Office of the District Clerk of the School District, during all days in which the School District is in session. Completed applications must be received by the District Clerk no earlier than April 20, 2026 and by May 12, 2026, if the early mail ballot is to be mailed to the voter. If the early mail ballot is to be delivered personally to the voter at the Office of the District Clerk the completed application must be received by the District Clerk no later than May 18, 2026. No early mail voter's ballot will be canvassed unless it has been received in the Office of the District Clerk of the School District no later than 5:00 p.m. on May 19, 2026. A list of all persons to whom early ballots have been issued will be available in the Office of the District Clerk's office during office hours on and after May 13, 2026 until May 19, 2026, except on Sundays, by pre-arranged appointment. A challenge to an early voting ballot may not be made on the basis that the voter should have applied for an absentee ballot.

NOTICE IS FURTHER HEREBY GIVEN military voters who are qualified voters of the school district may submit an application for a military ballot. Military voters may designate a preference to receive a military ballot application or military ballot by mail, facsimile transmission or electronic mail in their request for such ballot application or ballot. Military ballot applications must be received in the Office of the District Clerk by mail or in person by no later than 5:00 p.m. on April 23, 2026. Military ballots will be mailed or otherwise distributed no later than April 24, 2026. No military ballot will be canvassed unless it is returned by mail or in person and (1) received in the Office of the District Clerk before the close of the polls on election day and showing a cancellation mark of the United States postal service or a foreign country's postal service, or showing a dated endorsement of receipt by another agency of the United States government; or (2) received by the Office of the District Clerk by no later than 5:00 p.m. on election day and signed and dated by the military voter and one witness thereto, with a date which is associated be not later than the day before the election.
