NOTICE OF PUBLIC HEARING WITH RESPECT TO THE ISSUANCE OF REVENUE OBLIGATIONS BY THE PUBLIC FINANCE AUTHORITY Notice is hereby given that at 9:00 a.m. on Monday, May 11, 2026, a public hearing, as required by Section 147(f) of the Internal Revenue Codeof 1986, as amended (the "Code"), will be held by Troutman Pepper Locke LLP, as an authorized agent of the Public Finance Authority, a commission organized under and pursuant to the provisions of Sections 66.0301, 66.0303, and 66.0304 of the Wisconsin Statutes, as amended (the "Authority"), with respect to the proposed issuance by the Authority of one or more series of qualified 501(c)(3) bonds (as defined in Section 145 of the Code) (the "Bonds") in an aggregate amount not to exceed $24,150,000. The hearing will be held via the following toll-free telephonic conference line: Dial In: 800-743-4099 Participant Code: 8775755 The Bonds are expected to be issued pursuant to Section 66.0304 of the Wisconsin Statutes, as amended, and the proceeds from the sale of the Bonds will be loaned to The Mesivta of Long Beach ("MLB") and its affiliate Rabbinical College of Long Island (the "College" and collectively with MLB and their affiliates, the "Borrowers") and used to: (i) provide financing for (a) the acquisition of approximately 13.5 acres of land, (b) construction of a new, approximately 52,000 square foot main campus building for use by the College and Torah High School (an affiliate of MLB), including but not limited to classrooms, study halls, a library, a dining hall and a kitchen, (b) construction of a new, approximately 41,000 square foot Torah High School dormitory, (c) construction of a new, approximately 29,000 square foot College dormitory, and (d) construction of a maintenance garage and workshop, recreation fields and other general exterior and interior capital improvements, equipment and furnishings (collectively, the "Facilities"); and (ii) finance costs incurred in connection with the issuance of the Bonds (collectively, the "Project"), all located or to be located at 80, 84 and 86 Summit Road, The Village of Chestnut Ridge in the Town of Ramapo, Rockland County, New York, and adjacent and proximate sites. The Facilities will be owned by the College and operated by the Borrowers for educational purposes. The Bonds will be special, limited obligations of the Authority payable solely from the loan repayments to be made by the Borrowers to the Authority, and certain funds and accounts established by the loan and security agreement for the Bonds.
