CAYUGA COUNTY PUBLIC NOTICE Resolution 1-2026: RESOLUTION OF THE VILLAGE BOARD OF THE VILLAGE OF FAIR HAVEN AUTHORIZING SUBMISSION OF AN UNITED STATES DEPARTMENT OF AGRICULTURE (USDA) RURAL DEVELOPMENT (RD) FUNDING APPLICATION FOR THE VILLAGE OF FAIR HAVEN WATER SYSTEM CAPITAL IMPROVEMENTS PROJECT WHEREAS, the Village of Fair Haven (Village) is proposing the Village of Fair Haven Water System Capital Improvements Project (Project), located in the Village of Fair Haven and Town of Sterling, Cayuga County, New York; and WHEREAS, the Village of Fair Haven has continued to seek funding opportunities and assistance relative to the construction and operation of the Project; and WHEREAS, the Village of Fair Haven intends to apply for grant and/or loan funding from United States Department of Agriculture (USDA) Rural Development (RD); and WHEREAS, the USDA RD requires a resolution by the Village of Fair Haven authorizing the appointment of an “Authorized Representative” for purposes of execution and advancement of funding opportunities through USDA and its Programs; and WHEREAS, the Village of Fair Haven Village Board has determined that the Village Mayor and/or Deputy Mayor and/or Grant Administrator and/or Clerk should be empowered to act on behalf of the Village of Fair Haven as the “Authorized Representative”. NOW, THEREFORE, BE IT RESOLVED, the Village Board Village of Fair Haven hereby authorizes the submittal of an application for funding to USDA, Rural Development for the Village of Fair Haven Water System Capital Improvements Project and the publication of said notice, attached. BE IT FURTHER RESOLVED, the Village Board Village of Fair Haven authorizes the Village Mayor, Deputy Mayor, Grant Administrator and/or Village Clerk to sign all USDA, Rural Development documents associated with the Water System Capital Improvements project, including but not limited to: documents related to RD funding, all project funding documents, and/or all documents on the project as a whole. BE IT FURTHER RESOLVED, that this Resolution shall take effect immediately. The question of the adoption of the foregoing resolution was duly put to a vote, and upon roll call, the vote was as follows: 4 in favor, 0 opposed, 0 abstentions, and 1 absent.
