CORTLAND COUNTY LEGAL NOTICE Annual Meeting Resolution NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of the member of the Board of Education of Homer Central School District must be filed with the clerk of the district no later than 5:00 PM, Monday, April 20, 2026. The following vacancies are to be filled on the Board of Education: Trustee for term of three (3) years, Meghan Gilbert, name of last incumbent. Trustee for term of three (3) years, John Lawrence, name of last incumbent. Trustee for term of three (3) years, Jessica White, name of last incumbent Each petition, a copy of which may be obtained in the district clerk’s office in the Homer Central High School building, New York Route 281, Homer, New York must be signed by at least twenty-five (25) qualified voters, must state the residence of each signer, and must state the name and residence of the candidate. AND NOTICE IS ALSO GIVEN that the election of members of the Board of Education and voting upon the appropriation of necessary funds to meet the estimated expenditures will be held on Tuesday, May 19, 2026 between the hours of 7:00 AM and 9:00 PM EDT in the Homer Training and Education Center (HTEC) at the Homer Central High School, on New York Route 281, Homer, New York. Voting will be by voting machine. AND NOTICE IS FURTHER GIVEN that qualified voters may obtain applications for Absentee and Early Voting ballots from the office of the Clerk of the School District. The application must be received by the District Clerk at least seven (7) days before the election, Monday, May 11, 2026, if the ballot is to be mailed, OR Monday, May 18, 2026, if the ballot is to be picked up. If possible, Absentee Ballots and Early Voting will be delivered to the residence of the home of the applicant at least six (6) days before the election. If this is not possible, (because applicant is out of town, etc.) the ballot will be mailed as specified on the application. The Absentee ballot or Early Voting ballot must reach the office of the District Clerk no later than 5:00 PM on the day of the vote, Tuesday, May 19, 2026. A listing of all persons to whom an Absentee or Early Voting ballot is issued will be available for inspection by any qualified voter in the Office of the Clerk of the School District between the hours of 8:00 AM and 4:00 PM through May 20, 2026, except Saturdays, Sundays or holidays. AND NOTICE IS ALSO GIVEN that a public hearing for the purpose of discussion of the expenditure of funds and budgeting thereof will be held in the Homer Training and Education Center (HTEC) at the Homer Central High School at Homer, New York on Tuesday, May 12, 2026 at 6:30 PM EDT. AND NOTICE IS ALSO GIVEN that three propositions be set forth on the voting machines shall appear as follows: PROPOSITION I 2026-27 Budget Shall the Board of Education of the Homer Central School District be authorized to adopt the 2026-27 annual school district budget and levy the necessary tax therefore. PROPOSITION II Bus Purchasing/Leasing Shall the Board of Education of the Homer Central School District be authorized to purchase and/or lease and finance one (1) 54-passenger diesel school bus with wheelchair lift, one (1) 66-passenger diesel school bus, and two (2) vans, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expend a total sum not to exceed $478,944 which is estimated to be the total maximum cost thereof, and said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $478,944 shall be issued. PROPOSITION III Phillips Free Library Funding Shall the Board of Education of the Homer Central School District be authorized to increase the annual levy of taxes for the use of the Phillips Free Library from two hundred and twenty thousand, four hundred and thirty-one dollars ($220,431), to two hundred and twenty six thousand, four hundred and thirty-six dollars ($226,436), and to pay over such monies annually to the trustees of the Phillips Free Library of Homer, New York. AND NOTICE IS ALSO GIVEN that a copy of the statement of the amount of money which will be required for the ensuing year for school purposes, and the tax exemption report, exclusive of public monies, may be obtained in the office of each schoolhouse in the district, between the hours of 8:00 AM and 4:00 PM EDT by any resident of the District during the fourteen (14) days immediately preceding the budget vote, to be held Tuesday, May 19, 2026, except Saturday, Sunday or any legal holiday.
