EARLY NOTICE AND PUBLIC REVIEW OF PROPOSED ACTIVITY LOCATED IN A 100-YEAR FLOODPLAIN AND/OR IN OR ADJACENT TO A DESIGNATED WETLAND To: All interested Agencies, Groups, and Individuals This is to give notice that the City of Hornell has conducted an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain and/or Wetlands Management, to determine the potential affect that its activity in the floodplain and/or wetland will have on the human environment for the Hornell Intermunicipal Sewer System Improvements Project under CDBG project number pending. The project involves upgrades to the Hornell Intermunicipal Sewer System that extends throughout the City of Hornell (City), Village of North Hornell (Village) and a portion of the Town of Hornellsville (Town). The municipalities have selected the following improvements: (1) Town - Replacement of three pump stations (new wet wells and pumping equipment) and replacement of aging trunk line piping; (2) Village - Replacement of one pump station (new wet well and pumping equipment) and lining of trunk main piping; and (3) City - Repair of four existing wet wells and replacement of aging pumping equipment. The project is located within mapped floodplain areas as designated by the Federal Emergency Management Agency (FEMA) and within wetlands as identified on the National Wetlands Inventory Mapper. There are three primary purposes for this notice. First, people who may be affected by activities in the floodplains and/or wetlands and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains and/or wetlands can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains and/or wetlands, it must inform those who may be put at greater or continued risk.
