PUBLIC NOTICE OF VISUAL ASSESSMENTS (BALLOON TESTS) PUBLIC NOTICE is hereby given that New York RSA 2 Cellular Partnership d/b/a Verizon Wireless (“Verizon Wireless”) (the “Applicant”) has submitted an application to the Town of Plattsburgh requesting municipal approvals to construct, operate and maintain an unmanned personal wireless/public utility facility on 10,000± sq. ft. portions of lands n/f owned by Albert E. Pellerin and located off 422 Wallace Hill Rd. in the Town of Plattsburgh, County of Clinton, State of New York (Tax Map Parcel No. 165.-2-11). The Town of Plattsburgh Town Board will be reviewing this application. The Applicant is proposing a facility with the following general components: nine (9) Verizon Wireless panel antennas mounted at the top position of a proposed 150± ft. monopole (154± ft. when including a 4± ft. lightning rod); an unmanned Verizon Wireless equipment plat- form measuring 12.5± ft. x 11± ft. in size; cabling connecting the antennas to the equipment platform; and associated cabling and all related ground equipment (including emergency backup generator) and utility services (power and telephone/fiberoptic services). A 30± ft. wide easement area will provide the Applicant with access and utility services to and from the premises. Access to the proposed facility will originate from Wallace Hill Rd, utilizing an existing access road, and a new gravel drive to connect with the tower compound. Utilities will be installed underground in a trench adjacent to the access drive. A six (6) foot chain link safety fence (with 3 strands of barbed wire on the top) will be installed to secure the tower site and protect the tower and Verizon Wireless telecommunications equipment from unauthorized access. The fenced area of the compound is 50' x 50' (2,500 sq. ft.). The proposed communications facility is unmanned, and will be visited for routine maintenance purposes approximately 1 - 3 times per year. As such, the project will not have any impact on existing water and sewage services. In addition, neither pedestrian nor vehicular access will be significantly impacted. As part of the project review, and for the benefit of surrounding residents and property owners, the Applicant will perform a visual assessment balloon test at the proposed tower location on Saturday, May 2, 2026, between the hours of 10:30 a.m. and 2:30 p.m., with an inclement weather dates of May 4, 2026, May 5, 2026 or May 6, 2026 between the hours of 10:30 a.m. and 2:30 p.m. In general terms, the balloon test will consist of flying a weather balloon to determine visibility from various locations and to allow photosimulations to be prepared.
