LIVINGSTON COUNTY RFP The Village of Dansville is accepting proposals from CPA firms to provide a multi-year fiscal audit beginning with the 2020-2021 fiscal year through the 2024-2025 fiscal year. Background of the Village of Dansville The Village is an incorporated municipality located in southern Livingston County, New York. We serve a population of about 4,500 residents. Government operations are broken down into four departments: Village Clerk-Treasurer, Code Enforcement/Zoning, Police, and Department of Public Works. We have an annual operating budget of between $6 million and $7 million broken down into three funds: General, Water and Sewer. We employ 22 full-time and 13 part-time/seasonal personnel. Our fiscal year runs from June 1 to May 31. Services to be Provided Your proposal is expected to cover the following services: An annual audit is to be conducted in accordance with Generally Accepted Accounting Principles, along with any special requests following a meeting with the Board of Trustees. In preparing your proposal, we will give permission to contact that firm. Your Response to the Request for Proposal In responding to this request, we request the following information: 1. Detail your firm’s experience in providing auditing services to municipalities of a comparable size. 2. Discuss commitments you will make to staff continuity, including your staff turnover experience in the last three years. 3. Identify the partner, manager and in-charge accountant who will be assigned to our job if you are successful in your bid and provide biographies. Indicate any complaints against them that have been leveled by state or other regulatory entities. If there is any, indicate any corrective actions that have been taken by the firm with respect to these people. 4. Describe how your firm will approach the audit, including the use of any association or affiliate member firm personnel and the areas that will receive primary emphasis. Also, discuss your firm’s use of technology in the audit. Finally, discuss the communication process used by the firm to discuss issues with the mayor and Board of Trustees. 5. Set forth your fee proposal for the audit, either by each fiscal year or the total requested years. 6. Provide the names and contact information for other similarly sized clients of the partner and/or manager that will be assigned to audit our municipality. 7. Describe how and why your firm is different from other firms being considered, and why our selection of your firm as our independent auditor is the best decision we could make. 8. Include a copy of your firm’s most recent peer review report, the related letter of comments, and the firm’s response to the letter of comments. Evaluation of Proposals The Village of Dansville will evaluate proposals on a qualitative basis. In addition to the proposal materials and their completeness, we may speak to other similar sized clients. We also may ask to speak with the senior management personnel to be assigned to our municipality.
