Bids for Tiffin's High Rate Treatment Facility due April 29, 2026.

ADVERTISEMENT FOR BIDS/PUBLIC NOTICE TO BIDDERSSealed proposals will be received at the office of the City Engineer, 51 East Market Street, Tiffin, Ohio 44883, until 10:00 a.m. (Local Time) on April 29, 2026, and will be opened and read immediately thereafter for theCITY OF TIFFIN – HIGH RATE TREATMENT FACILITY PROJECTOPINION OF PROBABLE CONSTRUCTION COST: $25,230,000
The scope of work consists of a combined sewer overflow screening channel, 36 MGD submersible pump station, pile cloth media filters, filter backwash pumps, filter building, chlorine contact tank, chemical feed building, sodium hypochlorite chemical feed system, sodium bisulfite chemical feed system, rehabilitation of an existing storage barn, site clearing and grading, construction of a new river outfall, and associated sewer connections.The bid specifications, drawings, plan holders list, addenda, and other bid information may be obtained from the City Engineer’s Office. Only electronic versions of the bidding documents will be available. Electronic bidding documents will be provided to the plan holder at no charge. All prime contractors bidding the project must obtain their plans and bidding documents directly from the City Engineer’s Office and be plan holders with the City Engineer’s Office. Bids must be in accordance with the specifications and on the forms available from the City Engineer’s Office and must be submitted in a sealed envelope marked City of Tiffin – High Rate Treatment Facility Project. All Pre-Bid questions are required to be submitted to the City Engineer and Design Engineer by 4:00 p.m. on April 17, 2026. The contract is required to be completed no later than July 1, 2028.A mandatory Pre-Bid Conference is scheduled for March 31, 2026, at 10 A.M. The meeting will be held at Tiffin City Hall, 51 E Market St, Tiffin, Ohio. A tour of the site of the future HRT Facility will be conducted immediately after the meeting.Each bidder is required to furnish with it a proposal, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.The project is being constructed with funds from the Ohio Environmental Protection Agency, Division of Environmental and Financial Assistance. This project will be subject to Federal Prevailing Wage Rates (Davis-Bacon Act). It will also be subject to all applicable Federal Equal Opportunity Laws and related regulations.No bidder shall be permitted to withdraw their bid for a period of 90 days after the time of opening bids.The procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs).Should any bid be rejected, the accompanying bid bond, or check, will be returned to the bidder forthwith and should any bid be accepted, the check or bid bond will be returned upon the proper execution and securing of the contract.BY ORDER OFNick DutroCity Administrator
