2026-2027 REQUEST FOR QUALIFICATIONS FORPROFESSIONAL ENGINEERING SERVICESFORTHE MAHONING COUNTY SANITARY ENGINEERING DEPARTMENT OBJECTIVE The MCSE Department is requesting Statement of Qualifications as required by ORC §153.65 – 153.99 for the provision of professional engineering and design services for any capital improvement projects initiated in 2026 and 2027.The objective of requesting a Statement of Qualifications (SoQ) is to select a qualified engineering firm(s) to provide the engineering services required to design and construct various water and wastewater components on an as needed basis. These qualifications will be used to set up a general engineering service agreement with task orders on an as needed basis. More specifically, it is the intent of the Mahoning County Sanitary Engineering Department (MCSE) to select the most qualified firm(s) to develop a general engineer task order agreement as projects mature to design phase in 2026 and 2027. However, the MCSE reserves the right to obtain as many or as few consultants as the MCSE deems needed.As required by Ohio Revised Code Section(s) 153.65-99, responding firms will be evaluated and ranked in order of their qualifications. Following this evaluation, the Board will enter into contract negotiations with the most highly qualified firm(s). BACKGROUND The MCSE periodically needs design work for development in areas of the MCSE sanitary sewer, water distribution and waste water reclamation facilities network throughout the county.The MCSE will accept a Statement of Qualifications (SoQ's) at the MCSE Office, The Statement of Qualifications should be limited to twenty-five pages. Each firm shall submit a total of two (2) copies for the MCSE file.Interested firms should submit their Statement for Qualifications (SoQ) no later than 2:00 PM on April 30, 2026 to:Bernard G. Petro, PESanitary EngineerSanitary Engineering Department of Mahoning County761 Industrial RoadYoungstown, OH 44509 STATEMENTS OF QUALIFICATIONS The specific format of the Statement of Qualifications (SoQ) shall be per the responding firm's judgment. In general, SoQ's shall be organized in a manner that will facilitate the evaluation of the responding firm under the criteria stated herein. The MCSE requests that in addition to a general list of representative projects, responding firms select one or two of its completed projects of similar size and scope for a detailed project description. The selected project shall be a project that has been “up and running” for at least three years but no more than ten years.The responding firms are also requested to provide a proposed project team that will most likely work on the various projects. Members listed should include personnel from the principal down to the design engineer level. Sub-professional level employees not providing a significant role on the project do not need to be included. A resume of each key member of the team is needed and should detail relevant experience, length of service with the firm and job duties during his/her tenure, educational background and professional background. The MCSE requests that the responding firms list their proposed sub consultants and sub-consultant's role on the project. A detailed SoQ is not needed from each sub-consultant but information showing the sub-consultant is an established competent firm with a good reputation in the field for which it will be used needs to be submitted. The MCSE also requests an overview of your quality control methods or review procedures. NOTICE OF POLICY It is the policy of the MCSE that all original design documents, construction tracings, reports, studies, and other data produced as a direct result of the services performed under the contract shall become the property of MCSE. Any copyrighting of material produced as a result of the services performed shall be in MCSE's name. Where licensed material is incorporated as an integral component of the services provided the firm shall register the MCSE as a licensed user and shall provide the MCSE with one complete copy of the licensed material.
