ADVERTISEMENT FOR BIDS The Highland County Commissioners will receive bids, as provided in this notice for the New Mezzanine Railings for Highland County Justice Center (the Project). These BIDS will be received at the Highland County Board of Commissioners, 119 Governor Foraker Place, Suite 211, Hillsboro, Ohio 45133, up to the hour of 9:15 a.m. on Wednesday, March 11, 2026, and read publicly thereafter in the Commissioners Chambers at the above address. The WORK entails the construction of a new mezzanine railings at the existing Highland County Justice Center. One bid will be received for all work as described in the Contract Documents, including: General Trades. Attention of bidders is called to all of the requirements contained in this bid packet, particularly to the Prevailing Wages, various insurance requirements, various equal opportunity provisions, and the requirement for a payment bond and performance bond for 100% of the contract price. Subject to the right of the OWNER to reject any and all bids and as provided below. The OWNER will award a single contract for all work in this project. Bidders must furnish all information requested on or accompanying the bid proposal. Failure to do so may result in disqualification of the bid. Each BID must be submitted in a sealed envelope plainly marked on the outside as "BID FOR NEW MEZZANINE RAILINGS FOR HIGHLAND COUNTY JUSTICE CENTER., 130 Homestead Drive, Hillsboro, Ohio 45133." Copies of the Contract Documents consisting of the plans and specifications and items of work, the proposal and contract forms may be obtained at the office of the ARCHITECT/ENGINEER, McCarty Associates, LLC, 213 North High Street, Hillsboro, Ohio 45133, Phone: (937) 393-9971. Documents may be obtained electronically or in paper format. To obtain documents electronically, interested parties must be placed on the Plan Holders List by completing a Plan Holders List Application as provided by the Architect. For paper copies of the bidding documents, interested parties must complete the Plan Holders List Application and pay a non-refundable charge of $100.00 plus $20.00 shipping & handling for each set so requested. Each proposal shall be signed by the full name and business address of each person or company interested in bidding, and shall be accompanied by a surety bond by a bonding company authorized to do business in the State of Ohio, or by a certified check, cashiers check or letter of credit from a solvent bank, all in accordance with ORC 153.571. The bid guaranty bond shall be for the full amount of the bid and the certified check, cashiers check, or letter of credit shall be equal to a minimum of ten percent (10%) of the submitted proposal and made payable to Highland County Board of Commissioners. Proposals accompanied by certified check, cashiers check, or letter of credit will require a subsequent contract performance bond in the amount of one hundred percent (100%) of the contract amount. All provisions of the Ohio Revised Code, as it relates to bid guarantees, conditions, liabilities, and withdrawal of a bid are pertinent to this contract. The proposal must be made on the forms provided therefore in the contract documents, or a copy thereof, with a price quoted for the work. Bidders must comply with prevailing wage rates on Public Improvements in Highland County, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, 614-644-2339.
