INSTRUCTIONS TO BIDDERS
City of Klamath Falls Public Works Project
New City Hall Tenant Improvements

Complete and submit the required documents through the City of Klamath Falls BidExpress website. Sealed Bids will be opened and read publicly at the City of Klamath Falls Council Chambers, 500 Klamath Ave., Klamath Falls, OR 97601 at 2:00 P.M. PST on 6/11/2026 for the above referenced Project. Bids must be submitted through the City of Klamath Falls BidExpress website prior to 2:00 P.M. PST on the above date. Subcontractor Disclosure forms must be submitted prior to 4 :00 P.M. PST on the same date.
A Mandatory Pre-Bid meeting will be held 5/26/2026 at 2:00 P.M. PST at the project site located at 300 Klamath Ave., Klamath Falls, OR 97601.
All questions regarding the Plans and Specifications must be submitted on the BidExpress project bid page, on or before 5:00 P.M. PST 6/4/2026 by registered plan holders only. If in the judgement of the Engineer, additional information or interpretation is necessary such information will be supplied in the form of an Addendum. Only plan holders who are listed on the City's plan holders list will be notified by email of the Addendum.
Award of Contract will not be final until the later of: 1) City Council Contract Award, or 2) the City of Klamath Falls provides a written response to each timely protest, denying the protest and affirming the Award.
On all Projects, Work performed by the Contractor's own organization must be at least 30% of the awarded Contract Amount.
Plans and Specifications will be available online only at the website: https://www.bidexpress.com/businesses/72070/home beginning 5/18/2026. Written or verbal questions by plan holder's Subcontractors who are not on the plan holders list will not be addressed. The Project will be a public improvement Project subject to ORS 279C.800 to 279C.870, Prevailing Wage Rates. ENGINEERS ESTIMATE RANGE: $480,000 to $530,000
New City Hall Building Improvements: Work shall include but not necessarily be limited to:
A tenant improvement by the City of Klamath Falls consisting of interior modifications to the ground level and a portion of the second level of the existing office building. Modifications include non-load bearing partition walls and no major structural improvements. Occupancy designation will remain the same. The following list is a brief general description of what this project entails:
Ground level:
Establish new enclosed offices in the open office area of the ground level.
New counter/reception areas
New restrooms
New sink in utility room
New cubicle clusters
2nd level:
Establish new enclosed offices and testing area in existing conference room
Modifications to existing storage area
Bidders must identify whether they are a Resident Bidder as defined in ORS 279A.120 (Preference for Oregon goods and services).
The City of Klamath Falls may not receive or consider a Bid for a public improvement Contract unless the Bidder is licensed by the Oregon Construction Contractors Board.
Contractors or Subcontractors working with asbestos cement Materials must be licensed according to ORS 468A.720 (Qualifications for license)
The City of Klamath Falls may reject any Bid that does not comply with prescribed public contracting procedures and requirements, including the requirement to demonstrate the
Bidder's responsibility under ORS 279C.375 (Award and execution of Contract) (3)(b), and that the contracting agency may reject for good cause all Bids after finding that doing so is in the public interest.
