INVITATION TO REQUEST
FOR PROPOSALS
RFP NO. 02-005-26Central Lincoln People's Utility District (CLPUD) is requesting proposals from qualified vendors to provide arc-rated clothing and associated program management services for District employees.
Sealed proposals will be received by the Purchasing Department of Central Lincoln People's Utility District until 2:00 p.m. Pacific Time on June 3, 2026.
The selected proposer shall be capable of providing a comprehensive program that includes, at a minimum:
· Supply of arc-rated clothing meeting applicable safety standards and District specifications
· An online ordering platform customized to District requirements, allowing authorized personnel to select and order approved garments
· Account management capabilities for tracking employee orders, allocations, and usage
· Monthly reporting identifying order activity by employee, including quantities and associated costs
· Ongoing customer support and program administration services

Proposal documents may be obtained by contacting the Purchasing Department at purch@cencoast.com.
Proposal documents will not be distributed to plan centers.
Proposers List
Vendors wishing to be placed on the proposers list must contact the Purchasing Department no later than twenty-four (24) hours prior to the proposal due date.
Additional Requirements
· Proposals must comply with applicable Oregon Revised Statutes governing public contracting for people's utility districts.
· Each proposer shall include a statement indicating whether the proposer is a "resident bidder" as defined in ORS 279A.120.
· The District reserves the right to reject any proposal not in compliance with prescribed public contracting procedures and requirements and may reject any or all proposals for good cause if determined to be in the public interest.PURCHASING DEPARTMENT
