The City of Newberg is currently seeking to retain a consultant civil engineering firm to provide full design services for a substantial upgrade to its Waste Water Treatment Plant to include the construction of a new Oxidation Ditch (number 3). The Consultant shall provide a wide range of responsible and responsive professional services including, but not limited to, project management, cost estimates, preliminary and final design work to re-construct the wastewater treatment plant in compliance with DEQ regulations and future flow projections. The selected firm will create a CM/GC relationship with the construction firm(s) qualified and capable of doing this work.
The estimated total budget for this project will fall in the range of $31 - 33 million. This assumes a 30% contingency in a pricing model developed in late 2025. The exact estimate (late 2025) was $32,181,000. The deadline for RFP is 6/1/2026.
