PUBLIC NOTICE High Hills Rural Water Company proposes to file an application for a loan/grant with Rural Utilities, a division of Rural Development, and will hold a public meeting on May 28, 2026 at the Catchall-Shaw Community Center located at 2680 Peach Orchard Road, Dalzell at 6p.m. The purpose of the meeting is to give citizens an opportunity to become acquainted with a proposed Rural Utilities project. The project will be executed in 3 divisions of work. Division I - Standby Power Improvements: These improvements consist of the installation of standby power at WTP #1 / Well #1, Well #2 and Well #3. The purpose of this work is to improve the system's resilience regarding storms and power outages. Division II - Well # 6 and WTP # 3: This work consists of the installation of a new well (# 6) and new WTP (# 3), as well as connecting water lines on Spencer Road and US Hwy 521. The purpose of these improvements is to obtain a new water source, allowing the system to continue to support growth in the area and enhancing its viability. Division III - Horatio Hagood Road Water Line: This project includes the installation of a new 8" PVC water line on Horatio Hagood Road, improving system pressures and fire protection in the Rembert/Pisgah community and surrounding area. The project will also allow HHRWC to perform maintenance on the Rembert Tank, as well as provide redundance to both the Rembert community and the Wateree River Correctional Institution. Citizens will have the opportunity to comment on such items as economic and environmental impacts, service area and alternatives to the project.
