SOUTHWESTERN PUBLIC SERVICE COMPANY NOTICE OF RATE CHANGE REQUEST Southwestern Public Service Company (SPS), doing business as Xcel Energy, filed a statement of intent and application with the Public Utility Commission of Texas (Commission) for approval of a Transmission Cost Recovery Factor (TCRF) on March 3, 2026. The filing was made in accordance with the Public Utility Regulatory Act Section 36.209 and 16 Tex. Admin. Code Section 25.239. A TCRF allows a utility to recover its reasonable and necessary costs for transmission capital costs and wholesale transmission charges approved by a federal regulatory authority incurred since the end of the test year in the utility's last base rate case. In this application, SPS is seeking recovery of costs for transmission capital investments it incurred from January 1, 2023 through December 31, 2025.
