NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN THAT a public hearing will be conducted by the City Council of Caddo Mills, Texas on June 9, 2026 at 6:00 p.m., in the City Council Chambers, at City Hall, 2313 Main Street, Caddo Mills, Texas 75135. The public hearing will be held to consider proposed assessments to be levied against the assessable property within Improvement Area #1 of the Preserve at Brushy Creek Public Improvement District (the "District") pursuant to the provisions of Chapter 372 of the Texas Local Government Code, as amended (the "Act").
The general nature of the proposed public improvements to be provided by the District that are necessary for the development of the Property within Improvement Area #1 of the District and which shall promote the interests of the City and confer a special benefit upon the Property within Improvement Area #1, may include: (a) (i) design, acquisition, construction, improvement, and other allowed costs related to street and roadway improvements, including related drainage, sidewalks, utility relocation, signalization, landscaping, lighting, signage, off-street parking and right-of-way; (ii) design, acquisition, construction, improvement, and other allowed costs related to storm drainage improvements, (iii) design, acquisition, construction, improvement, and other allowed costs related to water, wastewater and drainage (including detention) improvements and facilities, (iv) design, acquisition, construction, improvement, and other allowed costs related to parks, open space and recreational improvements including trails and landscaping related thereto; (v) design, construction and other allowed costs related to projects similar to those listed in sections (a)(i) — (iv) above authorized by the Act, including similar off-site projects that provide a benefit to the Property within the District; (vi) acquisition of real property, interests in real property, or contract rights in connection with each authorized improvement (collectively, the "Authorized Improvements"); and (b) (i) payment of expenses incurred in the establishment, administration, and operation of the District; (ii) payment of expenses associated with financing such public improvement projects, which may include but are not limited to, costs associated with the issuance and sale of revenue bonds secured by assessments levied against the Property within the District; and (iii) maintenance and operation expenses of the Authorized Improvements.
The total costs of the Authorized Improvements benefitting Improvement Area #1, including the pro rata portion of the Major Improvements allocable to Improvement Area #1 and the costs of creating the District and issuing the bonds, is approximately $9,313,819, of which $4,270,000 is proposed to be levied. The total costs of Authorized Improvements to benefit future improvement areas within the District cannot be determined with certainty at this time, but shall not exceed an additional $25,730,000 in assessments levied.
The boundaries of the District include approximately 154.355 acres of land in the corporate limits of the City generally located west of County Road 2617 and south of State Highway 66 and as more particularly described by a metes and bounds description available at Caddo Mills City Hall located at 2313 Main Street, Caddo Mills, Texas 75135 and available for public inspection. The boundaries of Improvement Area #1 of the District include approximately 75.277 acres within the District.
All written or oral objections on the proposed assessment within Improvement Area #1 of the District will be considered at the public hearing.
A copy of the Improvement Area #1 Assessment Roll, which includes the assessments to be levied against each parcel in Improvement Area #1 of the District for the Authorized Improvements benefitting Improvement Area #1, is available for public inspection at the office of the City Secretary, 2313 Main Street, Caddo Mills, Texas 75135.
