YAKIMA COUNTY REQUEST FOR QUALIFICATIONS (RFQ) ENVIRONMENTAL CONSULTING SERVICES PROPOSAL TITLE: W. Powerhouse Road Improvements PROPOSAL DUE DATE: May 12, 2026 The County of Yakima, Washington (“County”) is soliciting proposals from consulting firms with expertise in environmental consulting, including NEPA, SEPA and permitting. Consultants will be considered for the W. Powerhouse Road Improvements project. The County reserves the right to amend terms of this “Request for Qualification” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Project Description The work to be performed by the CONSULTANT consists of providing professional services to complete NEPA, SEPA and all environmental permits required for the W. Powerhouse Road Improvement project. The project will improve W. Powerhouse Road between S. Naches Road and the Yakima City limits by constructing roundabouts at the intersection of W. Powerhouse Road and Ackley Road and the intersection of W. Powerhouse Road and Naches Heights Road. This section of W. Powerhouse Road is located in a culturally sensitive area and is adjacent to Cowiche Creek and other wetlands. The project has been designed to about 30% by the County Road's Engineering Division and is ready for the environmental documentation to begin. The design and right of way phases for this project are federally funded through the CMAQ and CRP programs and the construction phase is funded by TIB. It is desirable to be ready to bid this project for construction by the summer of 2027. The cost estimates to perform the environmental work shall not be requested until a consultant has been selected. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1) Qualification of Proposed Project Manager 2) Qualifications/Expertise of Firm 3) Ability to meet schedule 4) Approach to project 5) Familiarity with WSDOT/FHWA/County standards 6) Past Performance/References. Submittal Submittals should include the following information: Firm name, phone and fax numbers; Name of Principal-in-Charge and Project Manager; and Number of employees in each firm proposed to work on the project. Please submit FOUR (4) copies of your Proposal to: Kim Pfaff, 128 N. 2nd Street, 4th Floor, Yakima, WA 98901, no later than 2:00 p.m. on May 12, 2026.
