DETERMINATION OF NON-SIGNIFICANCE Bellevue School District No. 405 Sammamish High School – Baseball Field Renovation DESCRIPTION OF PROPOSAL: The Bellevue School District (District) is proposing to renovate the existing baseball field at Sammamish High School. The proposed baseball field improvement is intended to enhance athletic opportunities and improve field durability. The key improvements include: • Replacement of the natural grass outfield with an infill synthetic turf surface across the entire baseball facility. • Installation of field markings to accommodate a full-size soccer overlay. • Construction of new double bullpen enclosures. • Relocation of existing bleachers and installation of new accessory storage areas. • New ball control netting and chain link fencing around the field perimeter. • Installation of a new underdrain system and on-site stormwater detention infrastructure to serve the upgraded field. The proposal would require a Critical Area Land Use Permit, Grading/Infrastructure Permits and Building Permits from the City of Bellevue. The proposal will also require a National Pollutant Discharge Elimination System (NPDES) Permit from the Washington State Department of Ecology. This proposal will be reviewed for compliance with all applicable City of Bellevue codes and regulations that regulate development activities. The lead agency for this proposal has determined that the proposal does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This determination assumes compliance with State law and City of Bellevue ordinances related to general environmental protection including, but not limited to access improvements, building construction, drainage and utilities. This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public upon request. It is the policy of the District that, when undertaking an action involving the exercise of substantive SEPA authority, the District shall consider, as appropriate under the circumstances, the ramifications of such action as to one or more of the factors listed in Bellevue School District Policy 6890. This Determination of Non-Significance (MDNS) is issued under WAC 197-11-350(2). The lead agency will not act on this proposal for 14 days from the date below. Comments must be submitted to the Responsible Official identified below and be received by April 13, 2026.
