CITY OF EVERETT NOTICE OF PLANNING COMMISSION PUBLIC HEARING NEIGHBORHOOD RESIDENTIAL MANUFACTURED HOME COMMUNITY CODE AMENDMENT DATE OF NOTICE:February 26, 2026 NOTICE IS HEREBY GIVEN that the City of Everett Planning Commission will hold a public hearing at 6:30 pm on Tuesday, March 17, 2026 for the proposed code amendments. The hybrid meeting will be held in the city council chambers located at 3002 Wetmore Ave., Everett. Proposed Action: The proposal would create a specific land use zone, Neighborhood Residential Manufactured Home Community (NR-MHC), to preserve manufactured home communities in Everett, in furtherance the Everett Comprehensive Plan housing goal and policies. These communities provide stable affordable housing options for homeowners and residents. GOAL 4: Ensure equitable access to opportunity and housing choice throughout the citys neighborhoods so that all residents may choose their neighborhood. HO-10Protect manufactured/mobile home communities from redevelopment into other uses. HO-19Collaborate with local partners to preserve and maintain affordable housing units. Amending Sections: EMC 19.03.010 Establishment of zone districts EMC 19.03.030 Purpose and application of zone districts Full set of revisions Neighborhood Residential - Manufactured Housing Community Zone EMC 19.13.270 Manufactured homes, mobile homes, and recreational vehicles Repealing EMC Title 17 EMC Mobile Home Parks This change to the zoning code will amend the zoning map to apply to the following manufactured home communities: Creekside Mobile Home Park, Fairway Estates Mobile Home Park, Lago De Plata Villa, Loganberry Mobile Home Park, and Mobile Country Club.
