2025 CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT (CAPER)
The City of Richland and the Tri-Cities HOME Consortium Draft CAPER is now available for public review and comment prior to submission to the U.S.
Department of Housing and Urban Development (HUD) on March 31, 2026.
The CAPER outlines the use of 2025 Community Development Block Grant (CDBG)and HOME Investment Partnerships Program (HOME) funds. The report includes:
1. A summary of resources and program accomplishments
2. The status of actions taken during the program year
